Feminist Anxiety about Domestic Violence Against Men | The ...

VAWAThe Violence Against Women Act (VAWA) was recently reauthorized after an unexpected delay attributed, beyond now routine Republican obstructionism, to opposition to the extension of protections to groups including immigrants and Native American women. I?m interested in another exclusion that has sometimes been raised since the passage of the legislation in 1994, of intimate partner violence against men. In heterosexual couples, men do the most of the battering and women do far less. But even when it?s a small share of such instances, not only do all victims deserve recognition, there needs to be greater attention to reluctance to acknowledge violence committed by women. Discussion of domestic violence as something that men do to women, even where this is predominately the case, obscures the roots of the problem, treating violence as if it?s something natural ? even biologically ? associated with men, rather than something that is learned, bound up with the norms associated with masculinity, and often part of cycles of violence that need to be healed. Connecting men with violence also makes it difficult for people see men as victims who deserve support.

I?m interested not only in the resources that VAWA makes available, but the way that it provides a framework for thinking and talking about domestic violence. The National Task Force to End Domestic and Sexual Violence Against Women produced a fact sheet on VAWA that addresses ?the man question.? While legislation does provide some assistance to men, it should be understood in the context of where the victims of violence are understood to be ?overwhelmingly female? making up 84% and 86% of spousal and intimate partner violence respectively. But the story of the statistics here is complicated. Data on battered men are sometimes simply omitted even when the numbers are available. For example, a study commissioned that would accompany the Act?s first reauthorization in 1998 cites that each year there are 1.5 million women who are victims of domestic violence and 835,000 men. But President Bill Clinton?s remarks on the occasion reflect the way in which men are omitted from the larger social discussion, focusing on the impact to women and children of violence inside homes.

abusedemenPhilip Cook?s book Abused Men: The Hidden Side of Domestic Violence offers an account of the politics of statistics across four decades of research on intimate partner violence, chronicling the ways in which the battering of men is overlooked and under-discussed. Cook points out that women make up 20% of domestic violence arrests and, in the reissued version of the book released in 2009, shows how these figures have changed over time, reflecting reporting practices rather than a dramatic increase in the levels of violence. Cook cites a survey sponsored by the Law Enforcement Assistance Administration of abused women seeking shelter in Kentucky found that among violent couples, 38% of attacks were by ones where women reported that they had initiated a violent act.

Unsurprisingly, men are far less likely than women to report incidents where they have been injured as it might call into question the status of their manhood. For men who did not hit back, retaliate, or perform an evasive action, there remains an expectation among many of the men themselves that they should have been able to fend off what transpired. Counselors note that boys and men who have been the victims of violence have a hard time accepting the label of victim, tied to its feminized associations and difficulties men experience in being able to seek and accept help. When men do share their stories of abuse, it?s not uncommon for these accounts to produce anxiety, disbelief, and uncomfortable laughter. Some men recount having called a domestic violence hotline only to have their call treated as a prank.

One of the ways in which women?s acts of violence are explained is that they?re said to be acts of self-defense. And while in many cases this is true, one would have to systematically discount the testimonies of thousands of victims who report otherwise to believe this is the only context in which men are battered by women. The picture about women?s capacity for violence changes when taking into account domestic violence in lesbian relationships, mother?s physical abuse of their children, and women who commit sexual harassment in workplace.

  • Just over 11% of lesbians report incidents of domestic violence in their relationships; a quarter indicate a history of other forms of verbal and psychological abuse. What?s also known about violence in same sex relationships, as within communities of color, is the significant reluctance to report these issues, particularly when it involves punitive responses from the state. The fact of violence committed by same sex partners also complicates the premise of some group therapy that people are generally better off in ?safe spaces? segregated by sex.
  • About 80% of physical child abuse is committed by a child?s parent where mothers perpetrate 67% of acts of physical abuse against children; 40% of the time mothers act on their own and 17% the child is abused by both parents. There is a subset of scholarly literature which seeks to debunk the notion that women are ?more likely? to commit child abuse than men, when they spend similar time caring for children. This defensive posture in response to mothers committing violence seems connected to the idea that women need to be thought of only as victims and not sometimes also as perpetrators in order to be worthy of protection.
  • Recent data on sexual harassment in the workplace indicate that 70% of women and 45% of men have experienced some form of sexual harassment at work. Between 1992 and 2008, the percentage of sexual-harassment charges filed by men with the EEOC doubled from 8 percent to 16%; among the reasons for this spike is that in poor job markets, when people are unable to change jobs, some opt to report the incidents when they might not have otherwise. One of the problems with the EEOC data on sexual harassment is that the agency does not identify the sex of the harasser; other studies have demonstrated that women?s harassment of men constitutes between 10-15% of all cases and men?s harassment by another men is approximately 20%. Cases of women sexually harassing other women in the workplace can be identified, but there?s been little attention about this issue.

That there exists disparity in these numbers shouldn?t have the effect of erasing minority experiences. It?s understandable why there?s resistance to a framework which suggests that ?both men and women? are battered as if there is equivalence there, and fear that the recognition against men could mean a loss of scarce resources for women who do not, overall, have the same earning capacities of men. Domestic violence is intertwined with learned gender roles and histories of abuse, but too often such violence is treated as if it inherently male, but this account misunderstands and fails to get to the roots of such problems. Understanding violence as an extension of manhood is a problem for both women and men, limiting the ways in which we understand women?s strength, men?s vulnerabilities, and the capacity of all people to commit acts of abuse. Framing domestic violence in the way it?s currently understood means that some victims remain in the shadows, making it more difficult for those men, women, and children who are abused by women to be understood and receive help. There?s a kind of perverse and necessary equality in such recognition.

In the aftermath of the Abu Grahib scandal, Barbara Ehrenreich reflected on what Lynndie England?s crimes mean for feminists, of how the evidence of her misconduct in wide circulation meant kind of a loss of innocence about women committing acts of violence that should be accepted and mourned. The reconceptualization of domestic violence that takes stock of women?s acts requires giving up the idea of woman-partner-mother-sister (particularly of white women) as a uniformly innocent figure, a source of safety and care who is incapable of monstrous acts and cruelty outside of profound illness. The discomfort around the idea that women might be violent and men may need scarce resources as victims is, in many ways, an understandable reaction to the rates of violence that men commit, the failure to treat domestic violence and sexual harassment with the seriousness it deserves. Given that a fair share of the limited attention to intimate partner violence against men has been generated by anti-feminist men?s rights advocates, it?s all the more important to see a growing number of feminist-identified men?s organizations, such as such as Men Can Stop Rape and CONNECT, doing work to reach out to men to rethink masculinities and reduce violence. Another piece in this puzzle is to better address domestic violence in its many forms, knowing that doing so doesn?t mean a zero-sum gain for battered women.

Mormon Church puts ad in Toronto musical programme

The Church of Jesus Christ of Latter-day Saints hopes patrons who see the runaway hit stage musical "The Book of Mormon" when it lands in Toronto next month will also check out the scripture that inspired it.

The church, which has no involvement in the edgy religious satire, has bought three full-page ads in the Mirvish Productions program for the show to encourage theatre-goers to read the actual "Book of Mormon."

"You've seen the play...now read the book," says one ad.

"I've read the book," reads another.

"The book is always better," concludes a third.

Each ad features an image of a smiling person and is anchored by a small image of the sacred text that Mormons believe is a companion volume of scripture to the Bible.

The ads also have a link to the church website ? thebookofmormon.org ? and a QR code that can be scanned by smartphones, which then take users to online information.

"I think most people, when they're going to the musical, they know that they're not going to see an accurate portrayal of what the Mormons believe or do," Sandra Pallin, national director for the church's Canada Public Affairs council, said in a telephone interview.

"The playbill advertisements are really just a way of inviting people that want to know more, showing them where they can get that information ... that there is accurate information available at these different resources, and those are provided in the playbill."

'South Park' creators behind musical

"South Park" masterminds Trey Parker and Matt Stone co-wrote "The Book of Mormon" along with "Avenue Q" co-creator Robert Lopez.

The song-and-dance story follows two young and naive Mormon missionaries as they try to share the book's scripture while visiting a Ugandan village ravaged by a brutal warlord.

In 2011, the stage show won nine Tony Awards ? including best musical ? on Broadway, where tickets are in hot demand.

The Mirvish website says tickets to the Toronto run from April 30 to June 9 at the Princess of Wales Theatre have already sold out.

Additional seats may occasionally become available closer to the performances, but chances are there won't be many Mormons lining up for them.

"Will members be going? Of course, the church leaves that up to everybody individually. There is no encouragement not to attend, of course, or to attend. That's a personal decision," said Pallin.

"But I don't think that most church members are going to consider going, mostly just because of some inappropriate content."

Fraser Tingle, a Calgary Mormon who writes the blogs canadianmormon.com and mormonfray.com, has the same prediction.

"I do think that there are going to be some members of the church who will be curious enough to buy tickets but I suspect the majority of Latter-day Saints are going to steer clear," said the 34-year-old, who works in communications and marketing and builds websites.

"In general, we prefer entertainment that is uplifting and tend to avoid entertainment that contains a surfeit of crude, sexual or scatalogical or violent or other vulgar content."

"In addition, this is our faith, or at least the tenets thereof, that are being held up for ridicule, which can be tough to laugh off sometimes, just because there are some things that we hold to be sacred, and when those are mocked it can be difficult," he added.

Still, while "The Book of Mormon" does have explicit language and satirizes organized religion, "the church has no interest in being defensive about it," said Pallin.

In fact, when the show started running on Broadway, the church's response was concise and collected.

"The production may attempt to entertain audiences for an evening, but the Book of Mormon as a volume of scripture will change people's lives forever by bringing them closer to Christ," reads the church's official statement on the show, issued in February 2011.

Church members will decide whether to see musical

"As a whole, I think the church statement really would be just because we're not protesting it, doesn't mean we condone it necessarily," said Pallin.

"However, again, it's up to people individually whether they want to see it or not."

Tingle applauds the church's unruffled approach to the show and hopes it will prompt patrons to look beyond the caricatures onstage.

"You're not going to see outraged protests or petitions or boycotts or anything," he said.

"It's not the first time that our religion has been mocked or ridiculed publicly, certainly particularly after this past election cycle in the U.S. (Republican Mitt Romney is Mormon), and it's not going to be the last."

"We do have a sense of humour about ourselves but more importantly, I think we aspire to an ethic of Christian civility in all of our interactions, and I think that includes turning the other cheek. And it is an opportunity to educate, I guess," added Tingle.

"I would hope, personally, that anyone who watched the play would recognize that the Mormonism that's depicted is like a funhouse mirror distorted version of something that's much more nuanced and complex."

According to the Church of Jesus Christ of Latter-day Saints, there are about 185,000 members in Canada.

Insert Coin finalist Make a Play Arduinopowered puppet show handson video

Puppet shows and tech rarely ever mix so succinctly: Insert Coin finalist Gal Sasson has taken the ages-old art form and put it on a motorized stage powered by Arduino, making it more entertaining and interactive in the process. The product, dubbed Make a Play, consists of a stage and control board (complete with buttons, knobs and joysticks) all hooked into a nearby computer, and we had the chance to play around with it at Engadget Expand. After decorating the background and adding puppets and toys onto the stage, kids can control the lighting, move two motorized carts to change the position of each puppet and they can even turn on tiny LED lights attached to the toys. But it goes one step further: you can record all of the puppets' movements and audio associated with your play, which means that your creations can be played back and reproduced on the stage whenever you want. Gal is still working on his launch strategy, so pricing and availability have not been officially announced. We take the stage for a spin in the video and image gallery below, so take a closer look.

Why There's No Mass Protest Over Government Surveillance

cispa-passes-houseThe Internet’s biggest organizations collectively rose up in outrage over a potential act of government censorship, yet have been conspicuously silent as Congress mulls sweeping new government surveillance authority. In 2012, most major websites staged a massive global blackout in protest of the Stop Online Piracy Act (SOPA), which would have granted authority to shut down websites associated with piracy. Yet as congress considers broad new sensitive data-sharing rules under the eerily named, Cyber Intelligence Sharing and Protection Act (CISPA), there is not even a hint of outrage. The deafening silence reveals a culture within Silicon Valley that cares far more about information than civil liberties. A Muted Meeting With Obama Over?Surveillance? According to those who attended a recent meeting between top tech CEOs and President Obama, the consensus was that the government should have a “light touch” over their data sharing practices. CISPA would grant immunity to top Internet sites for sharing personal information that aids authorities in combating malicious cyber threats. The bill’s original mandatory safety provisions have been slimmed down to voluntary guidelines after tech and business-friendly legislators blocked the requirements as overly-burdensome. But, on the subject of civil liberties, there seems to be little concern. Big Business Likes CISPA, But Why Other Big Orgs?? The legal entitlements to big companies make it easy to see why they have a vested interest in supporting CISPA, but why no outrage from other web organizations that protested SOPA? Alexis Ohanian, founder of the widely popular aggregator, Reddit, explained to me why he hasn’t seen the same reaction from his community over privacy concerns, “The big reason is the imminent threat of shutting down things we love (like reddit, all of social media etc) that sopa/pipa provided. Whereas the obliteration of 4th amendment rights to privacy online isn’t as blatant, sadly, so it’s harder to rally around,” he writes. Information Over Individualism However, Ohanian’s argument doesn’t fully explain the lack of outrage, given that the Internet community has risen up over other issues. When Washington D.C. tried to impose fees on beloved car-ride sharing service Uber, tech blogs and twitter lit were incensed. “Wow, a business (Uber) is prevented from lowering its prices.. wait.. what? (AP) ? Marc Gasol scored 21 points, Tayshaun Prince added 18 and the surging Memphis Grizzlies beat the Los Angeles Clippers 96-85 on Wednesday night for their 14th victory in 15 games.

Mike Conley had 17 points and 11 assists, and Zach Randolph scored 13 points as the Grizzlies hung on in the fourth quarter of back-to-back games for their sixth straight victory. Memphis followed up last night's road win in Portland with a tenacious effort against the Clippers, who have lost three of five.

Memphis (44-19) is percentage points ahead of Los Angeles (45-21) for third place in the Western Conference, although the Clippers are the Pacific Division leaders.

Chris Paul had 24 points and nine assists, and Blake Griffin added 22 points for the Clippers, who won the clubs' first two meetings this season.

Boeing, Poland's LOT airline in talks over 787s

WARSAW, Poland (AP) ? Poland's state-owned airline, LOT, was holding talks with Boeing on Friday over the grounding of the 787 jets, with the government pushing for compensation.

The government says LOT is losing $50,000 a day as a result of the grounding of its two 787s, and will pressure Boeing to take financial responsibility.

The world's entire fleet of 787s, 50 in all, has been grounded by U.S. and other aviation authorities since Jan. 16 due to problems with lithium ion batteries. About half of the fleet belongs to Japanese carriers All Nippon Airways and Japan Airlines.

LOT, which is deeply indebted, was Europe's first airline to have the 787s Dreamliners and their grounding has added to the carrier's financial problems. Last month the management announced it would keep the jets grounded through October.

LOT spokesman Marek Klucinski said Friday that LOT was in one-day talks with Boeing in Warsaw about "cooperation with our partner" but refused to provide any detail.

Deputy Treasury Minister Rafal Baniak said he was looking forward to "a positive outcome from LOT's dialogue with Boeing, chiefly concerning the return of B 787 planes to flight operations."

Boeing officials said Friday in Japan that they could see commercial flights of the grounded 787 jets resuming "within weeks" even though the cause of battery overheating has not been pinpointed.

LOT has one Dreamliner grounded in Warsaw, one in Chicago.

Washington could wind up running more health exchanges: official

WASHINGTON (Reuters) - The U.S. government could have to run more state health insurance exchanges than expected under President Barack Obama's healthcare law, if U.S. states pursuing their own marketplaces cannot complete them on time, a senior official said on Thursday.

The Obama administration has given 17 of the 50 states conditional approval to set up online exchanges where working families would purchase private plans at subsidized rates. The remaining 33 states will all have federally run markets, at least in the early years of the coming reform era.

But Gary Cohen, who spearheads exchange implementation for the U.S. Department of Health and Human Services, said some of the approved states face hurdles that could require Washington to step in with federal exchanges before open enrollment starts on October 1.

"I'm absolutely confident that every state will have an exchange that will be functioning and ready," said Cohen, who declined to elaborate on the number or identity of states that could be in for difficulties.

"The type of exchange may be different," he told reporters. "(But) there will be an exchange of one kind or another in every state."

Obama's Patient Protection and Affordable Care Act requires Washington to provide an exchange in any state that cannot or will not set up their own.

The exchange initiative is expected to insure 26 million Americans, many of whom currently have no coverage, according to the nonpartisan Congressional Budget Office. A planned expansion of the Medicaid program for the poor is likely to cover another 12 million people.

Both the exchanges and the Medicaid expansion are due to begin providing coverage on January 1, 2014.

Republicans and other healthcare reform critics have warned of potential problems for states, saying the administration has been slow to release rules governing implementation.

Many states also held off on implementation in 2012 until after the law survived a U.S. Supreme Court ruling in June and last November's Republican presidential election challenge to Obama's re-election.

Cohen said the main hurdles for states are development of information technology systems for applicant enrollment eligibility and continued legal and political challenges from reform opponents.

"The biggest challenges are for states that started later. Obviously, they have less time," he said.

New Mexico and Idaho, two of the few Republican-led states to move toward establishing their own marketplace, are still awaiting final approval from their respective legislatures.

But even in Connecticut, one of the first states to embrace the healthcare exchange model, media reports have described implementation problems linked to vague or changing federal guidance.

momEvery time I visit Good Old Games? (GOG.com) website, I think to myself, ?I do not have enough time to play these games, but if I was stranded on a desert island with no internet but somehow had a laptop and a power source, I?d want a copy of every single one of these games.?

It helps that they?re DRM-free.? I do love that about GOG.com.

But what if I had to pick just ten?? Ten games to last me a lifetime.? They?d have to have longevity, a lot of content, and some variety to them.? Here?s what I?d pick:

1. Ultima VII Complete Edition? I?ve never actually played one of the single-player Ultima titles, and I hear this was the best.? It?s certainly pretty dang big, including three expansions.? I actually own this through GOG.com but have yet to play it.? Some day.? Maybe today.

2. FTL? As a space roguelike, FTL has strong replayability chops and quite a few unlockables.? It?s also a great game to pick up for a quick session without wearing out its welcome.

3. Heroes of Might and Magic III Complete Edition? Another absolutely massive title that offers a hybrid RPG/strategy setup.? I played a lot of this in the 90s and can attest to its addictiveness.

4. Fallout 2? Despite a frustrating beginning (it sucks having to start with just a spear instead of a gun), Fallout 2 is way better than the original (especially since it lacks a time limit).? I?d definitely be up for adding a post-apocalyptic journey to my island experience.

5. Star Control I & II? Two games for the price of one, although I?d be more interested in the latter.? Star Control II is one of those great games that I always heard about? and never played.? I?d like to rectify that.

6. Rollercoaster Tycoon Deluxe? I?ve always had a huge crush on this title (and, oddly enough, not its sequels).? Despite being 2D isometric sprite-based, it?s an addictive little theme park builder that kept me coming back to it time and again.

7. Baldur?s Gate II Complete Edition? One of my all-time favorite computer RPGs, and one that I really wouldn?t mind spending a couple of years with.

8. Master of Magic? I?d be almost equally okay substituting Master of Orion (the original) instead, but there?s something special and nostalgic about MoM that would have me adding this 4X title to my desert island list.

9. King?s Quest 4/5/6? While adventure games have limited replayability, I still would crave them, and here are three that I never got around to playing.? Too bad I couldn?t cheat and just include the entire series (which is just $20!).

10. Arcanum? I had this game way back in the day and loved it, despite it not ever working on my computer right (there were lots of graphical issues with my older system).? Steampunk and fantasy in a combined setting?? Awesome.

Looking over the list, I feel pretty comfortable with my picks here.? Obviously, I?d love to expand it to 15 or 20, but having limitations means that you make tough choices.? A lifetime with only ten (well, 13) games? it?d be doable.

Kid's consumption of sugared beverages linked to higher caloric intake of food

Mar. 12, 2013 ? A new study from the Department of Nutrition, University of North Carolina at Chapel Hill reports that sugar-sweetened beverages (SSBs) are primarily responsible for higher caloric intakes of children that consume SSBs as compared to children that do not (on a given day). In addition, SSB consumption is also associated with higher intake of unhealthy foods. The results are published in the American Journal of Preventive Medicine.

Over the past 20 years, consumption of SSBs -- sweetened sodas, fruit drinks, sports drinks, and energy drinks -- has risen, causing concern because higher consumption of SSBs is associated with high caloric intakes. Until recently it was unclear what portion of the diet was responsible for the higher caloric intakes of SSB consumers.

"The primary aims of our study," said lead investigator Kevin Mathias of the Department of Nutrition, University of North Carolina at Chapel Hill, "were to determine the extent to which SSBs contribute to higher caloric intake of SSB consumers and to identify food and beverage groups from the overall diet that are associated with increased SSB consumption."

Culling data from the 2003-2010 What We Eat in America, National Health and Nutrition Examination Surveys, investigators analyzed a sample of 10,955 children ages 2 to 18, and reported results for three separate age groups: 2-5, 6-11, and 12-18 year olds. Results showed that while intake of food increased, intake of non-sweetened beverages decreased with higher consumption of SSBs. By examining both food and non-sweetened beverages the authors were able to conclude that SSBs are primarily responsible for higher caloric intakes among 2-5 and 6-11 year olds. A similar f?nding was observed among children aged 12-18 years; however, both food and SSBs contributed to higher caloric intakes of adolescents consuming greater than 500 kcal of SSBs.

Mr. Mathias stated that, "Among all age groups analyzed, the energy density (calories per gram) of food consumed increased with higher SSB intake." These findings suggest that higher consumption of SSBs is associated with consumption of foods with high caloric contents. "This is concerning because many foods that are associated with higher SSB consumption (e.g., pizza, cakes/cookies/pies, fried potatoes, and sweets) are also top sources of solid fats and added sugars; components of the diet that the 2010 Dietary Guidelines recommends Americans should limit."

Anti-secrecy group posts secret Bradley Manning audio

An anti-secrecy group, the Freedom of the Press Foundation, has released a recording of Bradley Manning's courtroom statement, in which he admits to illegally giving WikiLeaks hundreds of thousands of government documents. NBC's Michael Isikoff reports.

An anti-secrecy group on Tuesday released a secretly made audio recording of Army Pfc. Bradley Manning's recent hour-long statement to a military judge in which he openly admitted leaking hundreds of thousands of government documents to WikiLeaks as part of an effort to "spark a domestic debate on the role of the military" and "help document the true cost of the wars in Iraq and Afghanistan."

?"In an era where government secrecy is at an all-time high, we believe Bradley Manning's actions should? be commended rather? than condemned," said Trevor Timm, executive director of the Freedom of the Press Foundation, the group that obtained the audio recording and posted it on its website. "In our minds, Bradley Manning is absolutely a whistleblower."


The group -- whose board members include Daniel Ellsberg, who leaked the Pentagon Papers in 1971 -- said it obtained the recording from a source it declined to identify. Manning?s statement was made in open court but the group acknowledges the recording? was? made in violation of military? rules which explicitly forbid ?photographs, video and sound recordings? of the proceedings. ?

During the Feb. 28 session at Fort Meade, Md., Manning pleaded guilty to 10 of the lesser charges he is facing, including? unauthorized possession and transmission of "protected information." He is still facing a military court martial in June on 12 more serious charges that include "aiding the enemy" and which could result in a life sentence.

Prosecutors have signaled they intend to call a Navy Seal who participated in the raid that killed Osama bin Laden in an apparent move to establish that some of the material that Manning leaked wound up in the al-Qaida leader's compound in Abbottabad, Pakistan.

P.J. Crowley, the State Department's former top spokesman who lost his job after criticizing the U.S. military's treatment of Manning, who was kept in solitary confinement for 10 months, told NBC News? he nonetheless believes the Army private's actions remain indefensible.

"It's nonsense to call Bradley Manning a political prisoner," Crowley said. "He is a member of the military? who was serving in an active war zone and took it on himself to compromise hundreds of thousands of documents."

In his statement to the court, Manning spoke about how as a low-level intelligence analyst in Iraq, he came across material that disturbed him and made him question U.S. policy. He cited a 2007 aerial video of a U.S. helicopter attack that killed innocent civilians and two Reuters journalists.

?The most alarming aspect of the video to me?was the seeming delightful blood lust the Aerial Weapons Team seemed to have,? Manning said. ?They dehumanized the individuals they were engaging and seemed to not value human life, and referred to them as quote, unquote, ?dead bastards.???

(AP) ? It's been a rough start for Defense Secretary Chuck Hagel.

After surviving a combative Senate confirmation battle, he jumped on a military plane to Afghanistan and was hit with the jarring difficulties of shutting down a war in a country still wracked by violence and political volatility.

His stay of less than three days in the warzone was riddled with bombings, security threats, political gridlock and wild accusations from an Afghan president bent on securing his own legacy and determined to move his fragile, war-torn country toward stability and self-governance.

Hagel left Afghanistan Monday morning with no real victories to tout, no solutions nailed down or hurdles overcome. Instead, during brief public comments shortly after he met with Afghan President Hamid Karzai Sunday night, Hagel steadfastly avoided any direct talk of the escalating problems. Instead, the twice-wounded Vietnam veteran and former U.S. senator spoke broadly of the challenges of war and the complications of politics.

"Sometimes I think we can get bogged down in the day-to-day evaluations of the minute, of the week, of the month," Hagel told reporters once he was back inside the fortified walls of Camp Eggers, the base in Kabul. "Those are all metrics, those are all good guideposts, but we've got to keep in mind the larger context of where we've been; and what we've accomplished and where we're going with the big issues still hanging out there."

An early supporter of the war while in the U.S. Senate, Hagel later became more disillusioned with the conflict, opposing the surge of troops sent to quell the escalating violence. More recently he has warned that Americans want the U.S. to get out of the war that has killed more than 2,000 U.S. troops and that the Obama administration wants to wind down.

Hagel must he oversee the withdrawal of 34,000 troops and thousands of containers of equipment over the next year or so. And he must do it as the Afghans throw roadblocks in his path and a stubborn insurgency rattles the nascent government with dramatic attacks and the promise of an early start to the spring fighting season.

"It's complicated," Hagel repeatedly said as reporters pressed him on the challenges. He appeared at times to try and walk a delicate political line, forced to acknowledge the tensions with Karzai but seemingly determined not to fuel them.

In recent days, disagreements stalled efforts to turn a detention facility over to the Afghans and U.S. forces faced mounting Afghan restrictions on their combat and training operations. A suicide bomber targeted the Afghan defense ministry a day before Hagel was scheduled to go there, and on Sunday he cancelled his news conference because officials said they learned of a security threat.

In addition, Karzai accused the U.S. of colluding with the Taliban.

In the latest broadside, Karzai said that two suicide bombings that killed 19 people on Saturday ?one outside the Afghan Defense Ministry, the other near a police checkpoint in eastern Khost province ? show that the Taliban is conducting attacks to show that international forces will be needed after their combat mission ends in 2014.

"The explosions in Kabul and Khost yesterday showed that they are at the service of America and at the service of this phrase: 2014. They are trying to frighten us into thinking that if the foreigners are not in Afghanistan, we would be facing these sorts of incidents," he said.

Hagel said that during his meeting and inaugural dinner as defense chief at Karzai's palace, he spoke "clearly and directly" to the Afghan president about the ongoing problems. He would not say if Karzai leveled the same charges of U.S. and Taliban collusion directly to his face during the meeting.

Stunned U.S. officials said they didn't know if the remarks were targeted to come as Hagel made his first visit to the country. And they seesawed between expressions of frustration to simply dismissing the charges as unfortunate political pandering. What most agreed on, however, is that such disputes will likely continue to come up and further complicate Hagel's effort to end the war.

Still, there were sparks of optimism.

Both Hagel and Marine Gen. Joseph Dunford, the top U.S. commander in Afghanistan, insisted that the Afghan military leaders are committed to taking over security of their own country and are on target to make that transition later this summer.

There are about 66,000 U.S. troops in Afghanistan, and combat forces are to fully withdraw by the end of next year. U.S. officials have said they are considering leaving a total U.S. and coalition force of between 8,000 and 12,000 in the country after 2014, but President Barack Obama has yet to make a final decision.

Officials have said that the residual force would continue to advise and assist the Afghan security forces and conduct counterterrorism operations.

"When you spend 48 hours in Afghanistan or any part of the world that's still dangerous, you again recognize the complications that exist every day in these parts of the world," Hagel told reporters.

One of the realities of the security transition to Afghan forces ? and one of the more positive aspects for Americans ? was evident as Hagel landed in Germany to transfer from the rugged C-17 military plane to his E-4B command aircraft.

Normally when defense leaders and military commanders land at Ramstein Air Base, they travel the short distance to Landstuhl Regional Medical Center to visit the war wounded. On Monday, however, there were no combat wounded U.S. service members staying at the hospital.

Since Jan. 1, five U.S. personnel have been killed and about 60 wounded in Afghanistan. That included two Americans who died Monday after a police officer opened fire inside a police headquarters in Wardak province.

In contrast, Dunford said 55 Afghans have been killed in combat in the past week, and 73 were killed the previous week. Since mid-December nearly 300 Afghan security forces have died in action.

As a result, Dunford said that commanders have been working on ways to help the Afghans reduce their losses, including efforts to help them counter roadside bombs.

"The Afghans are in the lead, the Afghans are bearing the brunt of the fighting in Afghanistan right now," Dunford told reporters. "The unfortunate casualty statistics reflect that."

Appeal by photographer in gay bias case is heard

(AP) ? In a case that tests anti-discrimination protection for gays, a religious rights group told the New Mexico Supreme Court on Monday that a photographer who declined to shoot the commitment ceremony of a lesbian couple was exercising her rights to free speech and artistic freedom.

The First Amendment should exempt Elaine Huguenin and her Albuquerque business, Elane Photography, from state laws prohibiting discrimination based on sexual orientation, Jordan Lorence of the Alliance Defending Freedom told the high court.

He said gay marriage is against the photographer's religious beliefs, and she should not be required to promote a message that violates her conscience.

An attorney for the couple, however, argued that the business openly advertises its wedding photography services, and as a public business is required to follow the same anti-discrimination laws as any other company.

After the hearing, Lorence called it an unusual case that takes the gay marriage debate to a new level.

"Nationally, there is a lot of debate about should marriage be defined as between a man and a woman," he said. "One of the consequences is that it creates these rights of conscience cases."

In another case, Catholic Charities in Boston has declined to allow gay couples to adopt children, he said.

Lorence said the case involving Elaine Huguenin is one of the first in which free speech rights were used as a defense.

"The point we are trying to make is that even people who have views that are contrary should not be silenced by the government," he said.

Tobias Wolff, a University of Pennsylvania law professor representing the couple, said the only thing unusual about the case was the defense.

"The nature of the discrimination claim is very straightforward," he said after the hearing.

Questions from the Supreme Court justices during the hearing centered on how to differentiate between photography being a business or protected artistic expression.

"Are there no limits to this?" asked Justice Richard Bosson. "Can you force an African-American photographer to take photos of the Ku Klux Klan?"

Justice Charles Daniels noted the Klan is not a protected class. But he did say the questions in the case revolve around the rights of the couple and the photographer.

The case stems from Huguenin's refusal in 2006 to photograph a commitment ceremony between Vanessa Wilcock and another woman.

Wilcock found another photographer to shoot the ceremony but filed an anti-discrimination claim with the Human Rights Commission, which found Huguenin's studio violated state law and ordered her to pay nearly $7,000 in attorney fees. A state district judge and the New Mexico Court of Appeals have upheld that ruling.

The couple has waived payment of the attorney's fees. So the only issue before the high court is the declaration of discrimination, Wolff said.

It was unclear when the New Mexico Supreme Court will issue a ruling.

Remote clouds responsible for climate models' glitch in tropical rainfall

Mar. 11, 2013 ? It seems counterintuitive that clouds over the Southern Ocean, which circles Antarctica, would cause rain in Zambia or the tropical island of Java. But new research finds that one of the most persistent biases in global climate models -- a phantom band of rainfall just south of the equator that does not occur in reality -- is caused by poor simulation of the cloud cover thousands of miles farther to the south.

University of Washington atmospheric scientists hope their results help explain why global climate models mistakenly duplicate the inter-tropical convergence zone, a band of heavy rainfall in the northern tropics, on the other side of the equator. The study appears this week in the Proceedings of the National Academy of Sciences.

"There have been tons of efforts to get the tropical precipitation right, but they have looked in the tropics only," said lead author Yen-Ting Hwang, a UW doctoral student in atmospheric sciences. She found the culprit in one of the most remote areas of the planet.

"What we found, and that was surprising to us, is the models tend to be not cloudy enough in the Southern Ocean so too much sunlight reaches the ocean surface and it gets too hot there," Hwang said. "People think of clouds locally, but we found that these changes spread into the lower latitudes."

Previous studies looking at the problem investigated tropical sea-surface temperatures, or ways to better represent tropical winds and clouds. But none managed to correctly simulate rainfall in the tropics -- an important region for global climate predictions, since small shifts in rainfall patterns can have huge effects on climate and agriculture.

"The rain bands are very sharp in this area," commented co-author Dargan Frierson, a UW associate professor of atmospheric sciences. "You go from some of the rainiest places on Earth to some of the driest in just a few hundred kilometers."

Recent theories suggest tropical rainfall might be linked to global processes. Hwang's research, funded by the National Science Foundation, looked for possible connections to ocean temperatures, air temperatures, winds and cloud cover.

"For the longest time we were expecting that it would be a combination of different factors," Frierson said, "but this one just stood out."

The paper shows that cloud biases over the Southern Ocean are the primary contributor to the double-rain band problem that exists in most modern climate models.

"It almost correlates perfectly," Hwang said. "The models that are doing better in tropical rainfall are the ones that have more cloud cover in the Southern Ocean."

Hwang will speak on her results in April to scientists at the World Climate Research Programme. The results have also been submitted for inclusion in the fifth report of the Intergovernmental Panel on Climate Change, which is expected to appear next year.

Most models don't generate enough low-level clouds over the perpetually stormy Southern Ocean, the authors found, so heat accumulates in the Southern Hemisphere.

"Basically hot air rises, and it rains where air rises. So it's kind of obvious that the rain is going to be over warmer ocean temperatures," Frierson said. "Our new thinking is that the heat spreads -- it's the warmth of the entire hemisphere that affects tropical rainfall."

In the short term, climate scientists can look for ways to improve the models to increase cloud cover over the Southern Ocean. Eventually, more powerful computers may permit models that are able to accurately simulate clouds over the entire planet.

"We have confidence in climate predictions outside the tropics, but tropical rainfall forecasts are much less certain," Frierson said. I?ve just been in West London and so I took the opportunity of a bit of leisure time to find the house where my great-great grandfather lived for a time. This was in Bayswater, way back in 1880.

Having fired up my reluctant computer, something to do with the Firefox update I think (which was making it use 99 to 100% of its cpu to do something or other!) I headed over to TheGenealogist.co.uk and searched their old directories data base.

In the Kelly?s Post Office 1880 Court Directory I found an entry for Edward Adolphe Massey Hay as:

I smiled as I noticed that he had lost one of his middle names in the listing as this is something that happens to me all the time!

Switching then to the old maps website http://www.old-maps.co.uk/maps.html I located the street just north of the intersection of Palace Court and Moscow Road in South Bayswater.

I then wrapped up warm, got out my A-Z and set off with digital camera to find, photograph and generally get an impression of the surroundings that once my great-great grandfather had called home.

The house was now part of a hotel and was one of a road of houses all designed to look the same, with at least 5 stories above the ground floor and a strange protruding 4 story frontage above their front doors.

I love walking down streets that my ancestor?s have pounded in their time. As I do it I try to imagine what it must have been like in their times when the motor car would not have claimed the street outside their front steps, transistor radios would not have been blaring and the aeroplanes flying overhead would not have been heard. Instead the clip clop of hansom cabs, that prevailed until 1908, would have been in their place.

Around the back I discovered a pleasant communal garden of the sort that is common in London and noticed that the design of the rear of the property was much more aesthetically pleasing to the eye.

Air Force stops reporting data on Afghan drone hits

WASHINGTON - With debate intensifying in the United States over the use of drone aircraft, the U.S. military said on Sunday that it had removed data about air strikes carried out by unmanned planes in Afghanistan from its monthly air power summaries.

U.S. Central Command, which oversees the Afghanistan war, said in a statement the data had been removed because it was "disproportionately focused" on the use of weapons by the remotely piloted aircraft as it was published only when strikes were carried out - which happened during only 3 percent of sorties. Most missions were for reconnaissance, it said.

The debate over the use of drones in Afghanistan and elsewhere was triggered in part by U.S. President Barack Obama's decision to nominate his chief counter-terrorism adviser John Brennan, an architect of the drone campaign, as the new director of the CIA.

The Air Force Times said air force chiefs had started posting the drone data last October in an attempt to provide more detail on the use of drones in Afghanistan.

The University of Missouri's journalism school is the oldest in the country and now among the first to experiment with the new -- and controversial ? drone technology. NBC's Thanh Truong reports.

The newspaper said the statistics were provided for November through January, but the February summary released on March 7 had a blank spot where the drone data had previously been listed.

"A variety of multi-role platforms provide ground commanders in Afghanistan with close air support capabilities, and it was determined that presenting the weapons release data as a whole better reflects the air power provided" in Afghanistan, Central Command said in its statement.

"Protecting civilians remains at the very core of AFCENT's (Air Force Central Command's) mission," it said. "The use of all AFCENT aerial weapons are tightly restricted, meticulously planned, carefully supervised and coordinated, and applied by only qualified and authorized personnel."

The statement said the decision to stop reporting the drone strikes was taken with the International Security Assistance Force - the NATO-led coalition in Afghanistan.

Brennan was sworn into office on Friday following a protracted confirmation battle that saw Senator Rand Paul attempt to block a vote on the nomination with a technical maneuver called a filibuster, in which he tried to prevent a vote by talking continuously.

Paul held the Senate floor for more than 12 hours while talking mainly about drones, expressing concern that Obama's administration might use the aircraft to target U.S. citizens in the United States.

As Venezuelans mourn Chavez, election expected in April

CARACAS (Reuters) - Venezuela will likely hold a presidential election in mid-April, sources said on Saturday, as acting President Nicolas Maduro tries to benefit from an emotional outpouring for his late mentor, Hugo Chavez, and step into his shoes.

Multiple sources from the opposition and election board said April 14 was the probable date, though some in the government were pushing for the symbolic April 13 anniversary of Chavez's return to power after a short-lived 2002 coup.

Maduro, a physically imposing former union leader who served as foreign minister and vice president under Chavez, has vowed to keep Chavez's self-styled socialist revolution alive.

He is expected to face opposition leader Henrique Capriles, 40, the centrist governor of Miranda state who lost to Chavez in a vote last October.

Opinion polls have shown Maduro as the likely winner, but Chavez's opponents were impatient and said they wanted to be given a chance to end "Chavismo" at the voting booth.

"We want new elections now. We want change. We are tired of the Chavez era. It's been 14 years," said Yesenia Herrera, 33, a cook at a Chinese restaurant in an affluent quarter of Caracas.

Maduro was sworn in as acting president in Congress on Friday and handed the red, yellow and blue presidential sash.

"I asked (the election authority) to comply with legal and constitutional obligations and immediately call elections," Maduro, 50, told Congress as he cemented his position as heir-in-waiting.

Chavez was immensely popular among the poor and they have vowed to back Maduro. Several million people have filed past his casket to pay their last respects and were still visiting him on Saturday.

The Supreme Court had earlier ruled that Maduro did not need to step down in order to campaign, but the move was denounced by opponents as a violation of the constitution and a "fraud."

As Maduro spoke in Congress, residents of some wealthy neighborhoods of Caracas banged pots and pans in a traditional form of protest.

At one building in a wealthy corner of Caracas, people drank wine and whisky around a swimming pool, rejoicing at Chavez's demise. They toasted each other, "Happy goodbye, Chavez, we will not miss you!"

HERO OR AUTOCRAT?

Chavez was a hero to millions of mostly humble supporters for using Venezuela's oil wealth to finance heavy social spending during his rule, but he was seen as an autocrat by his opponents. He died on Tuesday at age 58 after a two-year battle with cancer.

"The excluded and invisible, the 'losers' of savage capitalism, were made visible and victorious with Chavez," Information Minister Ernesto Villegas said on Twitter.

Like communist leaders Lenin, Stalin and Mao, Chavez's remains are to be embalmed and put on display "for eternity."

An eclectic cast of celebrities, leftist and center-right presidents, and rogue leaders attended Chavez's state funeral on Friday. Iranian President Mahmoud Ahmadinejad, a close ally, broke with protocol to kiss the coffin, while Oscar-winning actor Sean Penn was also in attendance.

It is likely to be a particularly bitter election campaign in the OPEC nation, which boasts the world's largest oil reserves.

The opposition had accused the government of trampling on the constitution during its handling of Chavez's battle with cancer, and is furious that Maduro was allowed to take on the job of caretaker president while he campaigns for the job.

"This transgression is unprecedented in the history of the republic," opposition lawmaker Maria Corina Machado said on Twitter.

Capriles called it an abuse of power.

"To become president, the people have to elect you," he said on Friday. "No one elected Nicolas president."
