Euro zone jobless hits highest level since birth of euro (Reuters)

BRUSSELS (Reuters) ? Euro zone unemployment has risen to its highest level since before the euro was introduced, data showed on Tuesday, a day after EU leaders promised to focus on creating millions of new jobs to try to kickstart Europe's floundering economy.

Joblessness among the 17 countries sharing the single currency rose to 10.4 percent in December, on a par with an upwardly revised November figure, the EU's statistics office Eurostat said in its release of seasonally-adjusted data.

It was the highest rate since June 1998, before the euro was introduced in 1999.

"We're looking at a further increase over the coming months, so that is worrying," said Martin van Vliet, an economist at ING. "Look at Greece, where unemployment is some 20 percent, and it is 23 percent in Spain. At a certain point this could lead to political unrest."

After two years of debt crisis and budget austerity, the number of Europeans out of work has risen to 16.5 million people, with another 20,000 people without a job in December from the month before.

At a summit on Monday, Europe's leaders tried to shift the debate from fighting the debt crisis to reviving growth in a bloc that produces 16 percent of global economic output.

They are looking to deploy up to 82 billion euros of unspent funds from the EU's 2007-2013 budget in an attempt to boost employment. But most economists expect scant progress while the euro zone's high debtors are compelled to persist with harsh austerity programs under a new 'fiscal compact'.

Citigroup dubbed the German-inspired pact for stricter budget discipline, agreed by 25 EU leaders on Monday, as a "compact for low growth," while one European diplomat has said that it "essentially makes Keynesianism illegal."

Even with a pro-growth plan, a growing gap between the wealthy nations of northern Europe and those of the poorer, less productive south overshadows any EU-wide jobs policies implemented from Brussels.

Germany's unemployment rate fell to 6.7 percent in January, separate figures showed, a new record low since figures for unified Germany were first published.

Austria boasted the euro zone's lowest jobless rate at 4.1 percent in December, followed by the Netherlands at 4.9 percent.

But unemployment in Spain reached a new high of 22.9 percent in November and December. In Greece, joblessness was 19.2 percent for October, the latest data available. Unemployment reached 13.6 percent in Portugal in the final month of 2011.

"ALARMING" YOUTH UNEMPLOYMENT

High joblessness is a blight on the European economy, and youth unemployment is a particular problem, especially in Spain, where almost half of young people cannot find full-time work.

A spokeswoman for European Commission President Jose Manuel Barroso said on Tuesday pan-EU youth unemployment was "unacceptable" and "alarming."

Even in non-euro zone Britain, one of the world's top 10 economies, youth unemployment is almost three times that of Germany, at 22 percent of under 25s. That figure reaches 24 percent in France and 30 percent in Italy.

"For me this is the most painful aspect of the whole situation we're facing in Europe, this great divergence on the labor market. Because if unemployment in Germany is falling, we may see less preparedness to help out the rest of the euro zone," Van Vliet said.

After years of falling unemployment, the 2008-2009 global financial crisis destroyed job creation prospects in Europe and the ensuing sovereign debt crisis has only worsened the outlook.

In the 27-nation European Union, the number of jobless has risen steadily from a recent low of 7.1 percent of the working population in 2008 to 9.9 percent in December -- some 23.6 million people.

Economists say it could reach 11 percent by mid-2012.

"It's very important that we don't forget the growth and the jobs," Danish Prime Minister Helle Thorning-Schimdt told reporters as she arrived at the half-day summit on Monday. "Everything starts and ends with growth and jobs," she said.

Winter cold snap kills 36 in eastern Europe (AP)

BELGRADE, Serbia ? Heavy snow and a severe cold snap have killed at least 36 people across eastern Europe and many areas were under emergency measures Monday as schools closed down, roads became impassible and power supplies were cut off.

As temperatures dropped to around minus 20 Celsius (minus 4 Fahrenheit), authorities opened hundreds of emergency shelters across the region and urged people to be careful and stay indoors. Police went searching for homeless people to make sure they didn't freeze to death.

Ukraine's Emergency Situations Ministry said 18 people died of hypothermia and nearly 500 people sought medical help for frostbites and hypothermia in just three days last week. Twelve of the dead were homeless people whose bodies were discovered on the streets.

Temperatures in parts of Ukraine plunged to minus 16 C (3 F) during the day and minus 23 C (minus 10 F) during the night. Authorities opened 1,500 shelters to provide food and heat and shut down schools and nurseries.

At least 10 people froze to death in Poland as the cold reached minus 26 C (minus 15 F) on Monday.

Malgorzata Wozniak, a spokeswoman for Poland's Interior Ministry, told The Associated Press that elderly people and the homeless were among the dead and police were checking unheated empty buildings to corral the homeless into shelters.

Until now, Poland had been having a mild winter with little snow and temperatures just below freezing.

In central Serbia, three people died and two more were missing and 14 municipalities were operating under emergency decrees. Efforts to clear roads of snow were hampered by strong winds and dozens of towns faced power outages.

Police said one woman froze to death in a snowstorm in a central Serbian village, while two elderly men were found dead, one in the snow outside his home. Further south, emergency crews are searching for two men in their 70s who are feared dead.

In Romania, local media reported four people had died due to the frigid weather. Hungry dogs and puppies near the Romanian capital of Bucharest got a helping hand after a dozen prison inmates shoveled snow Monday to unblock paths to a stray dog shelter housing 300 dogs.

The strays had been frozen in after snowstorms and icy weather swept Romania. Bucharest is home to some 50,000 stray dogs.

In neighboring Bulgaria, a 57-year-old man froze to death in a northwestern village and emergency decrees were declared in 25 of the country's 28 districts. In the capital of Sofia, authorities handed out hot tea and placed homeless people in emergency shelters.

Strong winds also closed down Bulgaria's main Black Sea port of Varna.

In the Czech capital of Prague, city authorities worked to set up tents for an estimated 3,000 homeless people. Freezing temperatures also damaged train tracks, slowing railway traffic.

British police arrest 5 in tabloid bribery probe (AP)

LONDON ? British police searched the offices of Rupert Murdoch's British newspapers Saturday after arresting a police officer and four current and former staff of his tabloid The Sun as part of an investigation into police bribery by journalists.

The arrests spread the scandal over tabloid wrongdoing ? which has already shut down one paper, the News of the World ? to a second Murdoch newspaper.

London's Metropolitan Police said two men aged 48 and one aged 56 were arrested on suspicion of corruption early in the morning at homes in and around London. A 42-year-old man was detained later at a London police station.

Murdoch's News Corp. confirmed that all four were current or former Sun employees. The BBC and other British media identified them as former managing editor Graham Dudman, former deputy editor Fergus Shanahan, current head of news Chris Pharo and crime editor Mike Sullivan.

A fifth man, a 29-year-old police officer, was arrested at the London station where he works.

Officers searched the men's homes and the east London headquarters of the media mogul's British newspapers for evidence.

The investigation into whether reporters illegally paid police for information is running parallel to a police inquiry into phone hacking by Murdoch's now-defunct News of the World.

Police said Saturday's arrests were made as a result of information provided by the Management and Standards Committee of Murdoch's News Corp., the internal body tasked with rooting out wrongdoing.

News Corp. said it was cooperating with police.

"News Corporation made a commitment last summer that unacceptable news gathering practices by individuals in the past would not be repeated," it said in a statement.

Thirteen people have now been arrested in the bribery probe, though none has yet been charged.

They include Rebekah Brooks, former chief executive of Murdoch's News International; ex-News of the World editor Andy Coulson ? who is also Prime Minister David Cameron's former communications chief; and journalists from the News of the World and The Sun.

Two of the London police force's top officers resigned in the wake of the revelation last July that the News of the World had eavesdropped on the cell phone voicemail messages of celebrities, athletes, politicians and even an abducted teenager in its quest for stories.

Murdoch shut down the 168-year-old tabloid amid a wave of public revulsion, and the scandal has triggered a continuing public inquiry into media ethics and the relationship between the press, police and politicians.

An earlier police investigation failed to find evidence that hacking went beyond one reporter and a private investigator, who were both jailed in 2007 for eavesdropping on the phones of royal staff.

But News Corp. has now acknowledged it was much more widespread.

Last week the company agreed to pay damages to 37 hacking victims, including actor Jude Law, soccer star Ashley Cole and British politician John Prescott.

The furor that consumed the News of the World continues to rattle other parts of Murdoch's media empire.

As well as investigating phone hacking and allegations that journalists paid police for information, detectives are looking into claims of computer hacking by Murdoch papers.

News Corp. has admitted that the News of the World hacked the emails as well as the phone of Chris Shipman, the son of serial killer Harold Shipman. And The Times of London has acknowledged that a former reporter tried to intercept emails to unmask an anonymous blogger.

News Corp. is preparing to launch a new Sunday newspaper ? likely called the Sunday Sun ? to replace the News of the World.

Bacteria help reveal a secret to evolution

The arms race between a virus and the bacteria it attacks has helped scientists better understand one of the mysteries of evolution: How new traits evolve.

In a series of experiments, the bacteria-infecting viruses repeatedly acquired the ability to attack their host bacteria through a different "doorway," or receptor on the bacteria's cellular membrane, explained Justin Meyer, the lead researcher and a graduate student at Michigan State University.

Their results offer insight into a difficult question about evolution: Where do new traits come from?

According to evolutionary theory, natural selection can favor certain members of a population because of traits they possess, such as camouflage or an ability to get at food others can't reach. These favored organisms are more likely to reproduce, passing on the genes for their helpful traits to future generations.

While it's clear how natural selection causes a population to change, or adapt, explaining how new traits arise has been trickier, Meyer said.

For instance, do random genetic mutations gradually accumulate until they produce new traits? Or, does natural selection drive the process from the start, favoring certain mutations as they arise, until a whole new trait appears?

To get an idea, he and others, including two undergraduate researchers, prompted a virus to evolve a new way to infect the bacteria, then looked at the genetic changes associated with this new ability. They also found that changes in the bacteria could prevent the virus from acquiring this new trait.

In 102 trials, they combined E. coli cells with the virus, called lambda. Lambda normally infects the bacteria by targeting a receptor, LamB, on the bacterium's outer membrane. The virus does this using a so-called J protein at the end of its tail; this protein unlocks the door into the bacterial cell, Meyer said.

When cultured under certain conditions, most E. coli cells developed resistance to the virus by no longer producing LamB receptors. To infect the bacterial cells, then, the virus had to find another doorway into the cell. (Once inside, the virus hijacks the bacteria's cellular machinery to copy its own genetic code and reproduce.)

In 25 of the 102 trials, the virus acquired the ability to infect bacteria through another receptor, called OmpF. The viruses were genetically identical at the beginning of the experiment, so the researchers looked to see what genetic changes had occurred.

They found that all the strains that could infect the bacteria shared at least four changes, all of which were in the genetic code for the J protein, and which worked together, according to Meyer.

"When you have three of the four mutations, the virus is still unable to infect (the E. coli)," Meyer said. "When you have four of four, they all interact with each other. ? In this case, the sum is much more than its component parts."

However, natural selection appears to have driven the rise of these individual mutations, he said, because the same mutations arose over and over again, and because they appear to affect the function of the J protein.

"The mutations are really centered on a small part of the gene and genome that would affect binding," he said.

So, why, in most cases, did the virus fail to acquire the ability to enter through the OmpF doorway? The researchers looked to see if other changes in the virus, or changes in the bacteria, interfered.

They found that while other changes in the virus did not seem to interfere, a specific change found in the E. coli populations from 80 trials did.? Disruptions appeared in bacterial genes responsible for producing a protein complex, called ManXYZ, in the inner membrane. That change in the inner membrane meant the virus couldn't get all the way inside the cell, whether through LamB or OmpF.

"So there is this interesting co-evolutionary dance," Meyer said. "One mutation in the host and four mutations in the virus lead to a new virus. One mutation (in the host) and only a few mutations in the virus and a second mutation in the host, and the whole system shuts down."

Sergio Mendes says 'Rio' sequel likely (AP)

NEW YORK ? Sergio Mendes, who scored an Oscar nomination for his song "Real In Rio," says the animated film will most likely have a sequel.

Mendes said "Rio" director Carlos Saldanha may want to tie the sequel to the 2014 World Cup, which will take place in Brazil.

"I think the plan is for the movie to come three or four months before the World Cup," Mendes said Tuesday afternoon.

"Fox has been talking about (it) and it looks like it's going to happen," he continued. "We're going to have a meeting I think next week and Carlos is coming to town to tell us the story, and it looks like it's a go."

Fox said in an email Wednesday that the "success of the first film was the start of a franchise," but added that "no script or deals" are in place.

Mendes and Saldanha are from Brazil. Mendes said creating music for the film ? about birds adventuring to Rio de Janeiro with the voices of Jesse Eisenberg and Anne Hathaway ? was special "because that's my hometown."

Mendes shares his nomination with Siedah Garrettd and Carlinhos Brown. He said he's not feeling pressure to create new music for the "Rio" sequel following his Oscar nod.

"I take one thing at a time," he said. "Right now I'm celebrating."

Russia launches cargo spaceship (AP)

MOSCOW ? Russia's space agency says an unmanned cargo ship carrying 2.6 tons of supplies and equipment has lifted off for the International Space Station.

Roskosmos says the Progress M-14M blasted off early Thursday from the Baikonur cosmodrome in Kazakhstan atop a Soyuz-U booster rocket.

The ship is scheduled to dock at the space station early Saturday with a cargo of oxygen, food, scientific equipment and gifts for the crew.

The space station's six members include three Russians, two Americans and a Dutchman.

The decade-old station is orbiting about 225 miles (360 kilometers) above Earth and consists of 13 modules.

Sumatran elephants could be extinct in 30 years (AP)

JAKARTA, Indonesia ? Environmentalists say the Sumatran elephant could be extinct in the wild within the next three decades unless steps are taken to slow the breakneck pace of deforestation.

The International Union for Conservation of Nature recently listed the animals as "critically endangered," after their numbers dropped to between 2,400 and 2,800 from an estimated 5,000 in 1985.

The decline is largely because of destruction of their habitat, with forests all across the Indonesian island of Sumatra clear-cut for timber, palm oil or agricultural plantations.

Carlos Drews of the environmental group WWF says if urgent action is not taken to reverse this trend, "these magnificent animals are likely to go extinct" in less than 30 years.

Spring Break rp idea.....

I have an idea for a spring break type RP. I'm wondering if anyone would be interested in such an RP. In the RP, you have these college students who are given a chance of a lifetime, to party in Miami Florida for their spring break. These college students come from all walks of life and are all positioned into ONE house. They go about their every day lives the entire spring break and keep an electronic journal of what they go through. Cameras are hidden throughout the house, but during personal times, the cameras are automatically shut off and nothing is recorded. So, what do you all think? Good idea? Bad idea? There will be raves, and parties and such, but that's just one part of the RP. I want to see relationships form, friendships happen, enemies are made, stuff like that. DRAMA upon DRAMA. Keep in mind this will be as mature as it can get on this site.

New Genetic Clues to Breast Cancer? (HealthDay)

SUNDAY, Jan. 22 (HealthDay News) -- Researchers have identified three new genomic regions they believe are linked with breast cancer that may help explain why some women develop the disease.

All three newly identified areas "contain interesting genes that open up new avenues for biological and clinical research," said researcher Douglas Easton, a professor of genetic epidemiology at the University of Cambridge in England.

Breast cancer is the most common cancer among women, with about 1 million new cases annually worldwide and more than 400,000 deaths a year.

Scientists conducting genome-wide association studies -- research that looks at the association between genetic factors and disease to pinpoint possible causes -- had already identified 22 breast cancer susceptibility loci. Locus is the physical location of a gene or DNA sequence on a chromosome.

"The three [newly identified] loci take the number of common susceptibility loci from 22 to 25," said Easton.

However, the three new susceptibility loci might explain only about 0.7 percent of the familial risks of breast cancer, bringing the total contribution to about 9 percent, the researchers said.

Michael Melner, scientific program director for the American Cancer Society, said this current research adds some important new clues to existing evidence, but he agreed that the number of cases likely associated with these three variants is probably low.

"So the total impact in terms of patients would be fairly small," Melner said.

The study is published online Jan. 22 in Nature Genetics.

To find the new clues, Easton's team worked with genetic information on about 57,000 breast cancer patients and 58,000 healthy women obtained from two genome-wide association studies.

The investigators zeroed in on 72 different single nucleotide polymorphisms (SNPs). A SNP -- pronounced "snip" -- is a change in which a single base in the DNA differs from the usual base. The human genome has millions of SNPs, some linked with disease, while others are normal variations.

The researchers focused on three SNPs -- on chromosomes 12p11, 12q24 and 21q21.

Easton's team found that the variant on the 12p11 chromosome is linked with both estrogen receptor-positive breast cancer (which needs estrogen to grow) and estrogen receptor-negative breast cancer. The other two variants are only linked with ER-positive cancers, they said.

One of the newly identified variants is in an area with a gene that has a role in the development of mammary glands and bones. Easton said it was already known that mammary gland development in puberty is an important period in terms of determining later cancer risk. "But these are the first susceptibility genes to be shown to be involved in this process," he said.

One of the other SNPs is in an area that can affect estrogen receptor signaling, the researchers found.

Melner, noting some of the research is "fine tuning" of other work, said in his view the new understanding of the signaling pathways and their genetic links is the most important finding.

"When you delineate a pathway, you bring up new potential targets for therapy," he said. "The more targets you have, you open up the potential for having multiple drugs and attacking a cancer more easily, without it becoming more resistant."

Overall, Melner added, the results underscore the complexity of the different mechanisms involved in breast cancer development.

Conservative wins Finland election, runoff needed

(AP) ? The conservative favorite easily won the first round of Finland's presidential election Sunday, setting up a runoff against an environmentalist leader who is the first openly gay candidate to run for head of state in the Nordic country.

Sauli Niinisto, a former finance minister, won 37 percent of the vote, well ahead of the other candidates but short of the majority needed to avoid a second round, official preliminary results showed.

With all votes counted, Pekka Haavisto, of the Greens party, was second with 18.8 percent, securing his place in the Feb. 5 runoff.

The result means Finns will have two pro-European candidates to choose from in the second round, contrasting with the surge in euroskeptic sentiment in last year's parliamentary election.

"Pro-Europe policies and supporting the euro have received strong support from the people," Niinisto said.

The president has a largely ceremonial role and is not involved in daily politics, but is considered an important shaper of public opinion in the small Nordic country.

Former foreign minister Paavo Vayrynen was neck and neck with Haavisto as the results trickled in, but ended up third, with 17.5 percent.

Vayrynen, a centrist, and fourth-placed populist leader Timo Soini oppose Finland's membership in the debt-ridden eurozone.

Soini's True Finns party won 19 percent of last year's parliamentary vote with demands that relatively well-off Finland ? among the few European nations to maintain top credit ratings ? stop supporting bailouts for cash-strapped eurozone members including Greece and Portugal.

However, he wasn't able to set the agenda for the presidential election, winning only 9.4 percent.

Niinisto, 63, of the conservative National Coalition Party, was narrowly defeated in the previous election in 2006 by outgoing President Tarja Halonen. This time, he had topped surveys for months in the field of eight candidates.

A smooth-talking political veteran, Niinisto is viewed by many Finns as the most statesmanlike of the candidates.

But Haavisto also has strong resume. The 53-year-old former environment minister has held several positions in EU and U.N. operations helping to solve crises in Sudan, Darfur and the Middle East.

"He's extremely cultured and civilized. We need a member of a new, educated generation who hasn't been corrupted by politics," said Laila Halme, a retired graphic artist, as she walked her dog through thick snow to vote in a Helsinki suburb.

Haavisto was overjoyed at making the second round, saying "the enthusiasm has been overwhelming and that will give us a good boost."

Political analyst Olavi Borg says Haavisto has little chance to beat Niinisto in a runoff. Large segments of Finnish voters will find it difficult to back a gay candidate, Borg said. Haavisto has been living in a registered partnership with another man for 10 years.

"Niinisto's popularity will be even clearer in the second round. Middle-aged and older people especially will not vote for Haavisto," Borg said.

An opinion poll published by YLE on Thursday showed that in a runoff, 64 percent of voters would support Niinisto against 22 percent for Haavisto. Fourteen percent were undecided.

Pollster Taloustutkimus interviewed 1,457 people between Jan. 10 and 18 for the survey. It had a margin of error of 3 percentage points.

Finland's 12th president since independence from Russia in 1917 will replace Halonen, the country's hugely popular first female head of state who has served two six-year terms.

Make way for cyclists in Tel Aviv

Back in the 1990s, Tel Aviv?s bicycles were pushed to the margins of the urban landscape, which lacked bike lanes or bike racks.

In the past decade, however, Israel?s cosmopolitan capital has reimagined itself as an Amsterdam of the Middle East with miles of bike paths on sidewalks, boulevards, and in the streets.

With its generally flat terrain and temperate climate, Tel Aviv is an ideal city to navigate on two wheels. The network, marked with bicycle stencils, runs the length of the city?s Mediterranean seacoast, reaches down leafy historical avenues, and sweeps through the commercial center. The city also inaugurated a bike rental system, the Tel-O-Fun, with some 150 rental stations throughout the city. Usage has exceeded expectations, and the distinctive green and gray bikes with upright seating have become ubiquitous. A leading enthusiast is Tel Aviv Mayor Ron Huldai, who test-drove one of the Tel-O-Fun bikes and christened a bike traffic light.

Let?s be clear: Tel Aviv is no Amsterdam ? most of the bike lanes are on sidewalks. On trendy Rothschild Boulevard, the cyclists must dodge cafe tables, and on Ibn Gavirol, the bike path is interrupted by trees, benches, and building columns. But in a country where the volatile Israeli driver dominates the roads, some of that turf is being retaken by cyclists.

Colbert's Super PAC ad attacks ... Colbert

?The 2012 presidential campaign: It just keeps getting better and better. Or, depending on your perspective, weirder and weirder.

First, the Super PAC formerly run by "The Colbert Report's" Stephen Colbert (and now overseen without any coordination whatsoever by "The Daily Show's" Jon Stewart) released a new attack ad yesterday -- against Colbert!

Yes, that's Samuel L. Jackson appearing in the voiceover, asking important questions about the talk show host like, "And come on, why is the 'T' in his name silent? What else is he silent about? Letting murderers out of jail?"

Jackson then launches into a "Snakes on a Plane"-esque tirade: "Enough is enough! I have had it with these money-grubbing Super PACs messing with our money to buy the elections!" before endorsing Herman Cain for president.

Herman Cain? He dropped out of the race, didn't he?

Well, yes. But that doesn't mean he's gone for good: Last night, Colbert announced on "The Colbert Report" that he will hold a rally on Friday in South Carolina, one day before the primary featuring special guest ... Herman Cain!

In support of their non-candidacies, the event, entitled "The Rock Me Like a Herman Cain: South Cain-olina Primary Rally" is set to take place at 1 p.m. at the College of Charleston. ??There will be speeches, there will be?cheerleaders, there will be?a marching band and a gospel choir. ??

Colbert promised this rally will be better than the "Rally to Restore Sanity and/or Fear" (because, as he said, Jon Stewart won't be there). ??

In a release from Colbert's "campaign" as seen on Buzzfeed, Colbert explained, "Herman is the only former candidate who truly shares my values. It's like our values were separated at birth. And our ethics are at least first cousins." ??

He then went on to say?he?wanted ?all undecided voters to vote for Cain" and ?9-9-9.? ?? ?

Kathy Hoekstra, Cain's Director of Media Relations, told Fox News yesterday that Colbert's people "got in touch" with the Cain camp last week to alert them of something happening soon. She confirmed Cain?would be taping a segment with Colbert on Friday in South Carolina.

No word yet on whether Cain will sing during that segment. But that's something people would probably vote for.

Japan told US military of radiation fallout days before public

YOKOTA AIR BASE, Japan ? Japan?s science ministry provided data to U.S. forces about levels of radioactive fallout from the Fukushima No. 1 nuclear plant far earlier than it informed the public, according to The Associated Press.

U.S. forces received the data on March 14, three days after the 2011 tsunami led to a meltdown at the plant, according to Itaru Watanabe, an official with the Foreign Ministry?s science bureau. The public was not provided data until March 23.

Watanabe, a member of the investigative panel probing the nuclear disaster for the Diet, said at a meeting Monday that the science ministry had released the information to the U.S. ?to seek support from them? in dealing with the emergency, according to the AP.

It?s unclear what U.S. Forces Japan did, or could have done, with the data. No spokesperson for USFJ was immediately available for comment.

U.S. troops arrived at the disaster zone in a matter of days to provide humanitarian relief and assist in rescue operations. The U.S. Defense Department is still in the process of determining how much radiation each of its 61,000 personnel in Japan was exposed to during the crisis. In November, DOD officials said they expected to release the data by the end of the year, however, Pentagon spokeswoman Cynthia Smith said in an email in December that the data could not yet be released. She did not give a reason for the delay.

The Japanese government has been criticized for its tardy release of data from the so-called System for Prediction of Environmental Emergency Dose Information. The government was unable to use the SPEEDI information as expected because data on the radioactivity released from the plant was inaccurate.

Instead, the science ministry and nuclear safety agency produced their own data by making assumptions on the amount of radioactive substances released. Critics say that releasing this information to the public could have helped local municipalities and residents decide whether and how to evacuate.

The panel was appointed by the Diet in December and is tasked with examining what roles the magnitude-9 earthquake and monster tsunami each played in causing the meltdown.

Tax return often an issue for White House hopefuls

(AP) ? Mitt Romney's promise to release his 2011 tax return in April follows the practice of leading presidential candidates that began after Watergate. If history is any lesson, questions and criticism will continue long afterward.

For more than three decades, the major party nominees have released their income tax records. Some offered one year and others more than 10 years of returns. The same has been true for vice presidential candidates, except for Sen. Bob Dole of Kansas when he joined President Gerald Ford on the GOP ticket in 1976.

Former California Gov. Ronald Reagan broke his longstanding rule of keeping his personal finances private in July 1980 when he released his 23-page 1979 income tax return weeks before accepting the GOP nomination. Sen. Hillary Rodham Clinton weathered weeks of criticism in 2008 for not releasing tax returns showing family income after Bill Clinton left the presidency. She ultimately produced the records in April of that year after taking a pounding from her top party rival, Sen. Barack Obama.

Even after returns are released, controversies persist. Democratic Sen. John Kerry took heat in 2004 after releasing his returns because his wife, heiress to the Heinz Co. food fortune, initially refused to release hers, which were filed separately. Four years later, Republican Sen. John McCain faced similar criticism because his wife didn't release her separately filed returns, which reflected income from a Phoenix-based beer distributing company she inherited. She later released the two top summary pages of one year's return, the same that Kerry's wife had released.

Now it's Romney's turn. Texas Gov. Rick Perry, who released his own tax returns dating back to 1991, urged Romney during a debate Monday to release his. Romney, whose net worth is estimated at roughly $250 million, previously had resisted calls to release his tax returns. Anticipating a key question about his taxes, Romney disclosed Tuesday that he pays an effective federal tax rate of about 15 percent, still higher than the rate paid by many Americans.

Romney said in the debate that he will decide whether to release returns in the coming months.

"I hadn't planned on releasing tax records because the law requires us to release all of our assets, all the things we own. That I have already released," he said. Later, he added, "What's happened in history is people have released them in about April of the coming year and that's probably what I would do."

Romney's right. There is no law requiring presidential candidates to release personal tax information. Since 1978, however, they've had to disclose information about their income and some about their assets, like real estate holdings, investments and outside business interests. But those disclosures only show a range of values for assets, making it impossible to use those forms to identify a candidate's actual wealth.

He's also right that many leading candidates in recent history chose April to release their tax returns.

On Tuesday, Romney gave reporters in South Carolina more insight into his plans, saying he would release one year of his tax returns, not the six previous years that Obama released as a candidate in 2008 or even the two years that McCain released that year.

"People will want to see the most recent year," Romney said.

He said he's paid "closer to the 15 percent rate" in taxes because most of his income has come from investments and not ordinary wages, which have a top tax rate of 35 percent for those with the highest earned income.

When he ran in 2008 Romney refused to release his tax returns, and he previously had filed only state financial disclosures that described his assets in the most general terms.

Former House Speaker Newt Gingrich of Georgia has said he will release his tax returns Thursday.

Even when tax returns are released, they offer only a narrow snapshot into a candidate's financial background. But some candidates in the past, like former Georgia Gov. Jimmy Carter in 1976, have offered more specific breakdowns of their financial worth.

Some of the bigger controversies over tax returns have belonged to vice presidential candidates. Geraldine Ferraro was a little known New York City congresswoman when the Democratic nominee, Sen. Walter Mondale, chose her as his running mate in 1984. The euphoria of that history-making selection of a woman for a major presidential ticket ended abruptly when Ferraro began battling criticism over her husband's refusal to release his separately filed tax returns. After they finally relented, she faced more controversy over accounting errors and other questions in the returns.

George H.W. Bush was Reagan's vice president at the time and became one of Ferraro's biggest critics on the issue, only to face his own controversy that year when he initially declined to release three years of returns. Bush argued he couldn't release them because he had turned his personal financial affairs over to a blind trust when he became vice president. But he ultimately released the returns weeks before the 1984 election.

Dick Cheney, George W. Bush's running mate in 2000, got blasted after releasing his returns for his financial ties to a Dallas-based oil company and for charitable giving that amounted to less than 1 percent of his income. After becoming Obama's running mate in 2008, Sen. Joe Biden faced similar criticism over his charitable giving once his tax returns became public.

In 2008, Alaska Gov. Sarah Palin's tax returns for two years triggered scrutiny because Palin, then McCain's running mate, did not list per diem payments the state made to her when she stayed in her own home. She later had to pay taxes on the payments.

In the weeks ahead, even the most casual fan will find it all but impossible to avoid highlight clips showing Grant Hill throwing a 75-foot inbounds strike to Christian Laettner, who caught the ball, dribbled once, and sank the winning shot, all in 2.1 seconds.

The 104-103 overtime victory sent Duke to the Final Four and an eventual second straight national championship, but few people remember any of those subsequent games. Instead, Laettner?s last-second jump shot against Kentucky looms above anything else that occurred in the 1992 NCAA tournament, or almost any other moment in the rich lore of brackets and buzzer-beaters.

Many have billed it the greatest college basketball game in history. Twenty years later, it comes under closer inspection in The Last Great Game, veteran sportswriter Gene Wojciechowski?s account of the players, coaches, and even referees on the court that day at The Spectrum in Philadelphia. Wojciechowski offers a nice blend of past and present perspectives as he tells the story of how an unlikely classic came to be, how it played out, and how it lives on. Like many other sports books, this one bears a subtitle that lacks merit (?Duke vs. Kentucky and the 2.1 Seconds that Changed Basketball?), since there is little evidence that basketball itself was changed by the game. It is more than enough that the game was marvelous, memorable, and changed ? or at least enhanced ? the lives of so many of the participants.

But those are minor complaints in a book that is both fun and thorough without getting tedious.

Sportswriters and fans, not to mention ESPN and the other networks that show the endless series of major pro and college sporting events, seem prone to overhyping every player and every game in the current era of infinite highlight loops, constant analysis, and screen-bottom scrolls. So much so that even a game from 1992 ? the regional final between defending national champion Duke and heavy underdog Kentucky ? feels quaint by comparison.

To be sure, the climactic Hill-Laettner clip of what many believe is the greatest game ever played is familiar even to those fans who were too young or weren?t even alive at the time, but, by today?s standards, the reaction was tame. ESPN didn?t dub it an ?Instant Classic? and replay the game multiple times during the following week, though it did, of course, show the highlights on ?SportsCenter? in constant rotation. No Twitter tag was created labeling it ?#grtstgmevr? and clips of Laettner?s shot weren?t swapped instantly on iPhones in the minutes and hours after the game ended.

Those things didn?t happen because the technology didn?t exist, but the prevalence of such accoutrements today makes it all the harder to discern what is memorable because of accomplishment and what is memorable because of mere ubiquity. Such are the concerns of the modern sports fan and opinion makers, often left to ponder how each generation?s subsequent media age shapes the eternal debates: the best plays, the best players, the best games, the best moments, and so on.

In the case of Duke-Kentucky, there is no need for second-guessing. Take, for instance, the opinion of Len Elmore, the CBS analyst who called the game that day. Elmore told Boston Globe columnist Bob Ryan Duke-Kentucky was the greatest game the sport had ever seen and he should know. Elmore played for Maryland in the 1974 Atlantic Coast Conference championship against North Carolina State, the previous consensus standard-bearer.

Wojciechowski makes the book richer by taking time to establish what is much less obvious today than it was in 1992: Kentucky basketball was on the edge of oblivion. A series of recruiting scandals and other misdeeds left the program in tatters, forced out coach Eddie Sutton, and convinced many players to transfer to other schools to avoid NCAA penalties sure to be imposed on the team.

Sports Illustrated all but declared the program dead three years before the overtime regional final against Duke nearly put Kentucky in the Final Four. Before and after that shameful period, the Wildcats have been ? along with UCLA, Kansas, North Carolina, and a few others ? among the most dominant teams in college basketball. (The Wildcats reached the Final Four last season and currently rank among the top 10 teams in the country.)

'Game Of Thrones' Season Two Preview: It Gets 'Bigger'

On Golden Globes red carpet, David Benioff promises, 'A lot of bloodshed' and 'more romance.'

In its first season, "Game of Thrones" struck a chord not only with fans but with critics as well, and on the carpet at the 2012 Golden Globes, showrunner David Benioff shared some hints about season two with MTV News' Josh Horowitz.

"A lot of bloodshed, as they're used to. More romance, I think, than season one. There are some great love stories starting up," Benioff said about the next season, which premieres April 1 on HBO.

The first season of "Game of Thrones" earned several nominations from the Hollywood Foreign Press Association, including Best Drama Series and Best Supporting Actor, which Peter Dinklage won.

According to Benioff, season two will be about expanding the world of the television show. For production, that meant traveling all over the world. "The worlds just keep getting bigger and bigger," Benioff said. "We traveled to Croatia and Iceland and again to Northern Ireland this year. I think it looks even better than last season."

The prospect of a new season is a nerve-racking one for Benioff, but the showrunner said that the series' work behind the camera ensures a great second season. "Obviously, I'm biased, but you're always nervous going into a new season," he said. "Can you match what happened before? I think our directors and our cinematographers took it to a whole different place."

Benioff ended his tease for season two with a hint that is sure to make any fan giddy with excitement. "It looks absolutely gorgeous," he said. "And the dragons are getting bigger."
