Bosnian Croat Constitutional Proposals Criticised :: Balkan Insight

The Croatian Democratic Union, HDZ, one of six ruling parties in Bosnia's state government, sent its list of proposed amendments to the Bosnian constitution on August 29 to the State Parliament.

Borjana Kristo, of the HDZ, on Wednesday said that the proposals they are forwarding together with their sister party, HDZ 1990, are based on the idea of Bosnia as a land of three equal constituent peoples and citizens.

?We think our solutions are good enough for the implementation of the Sejdic and Finci ruling by the European Court of Human Rights,? Kristo said.

She referred to the ruling in December 2009, which urged Bosnia to change its constitution to allow minorities to run for top posts in the government. These are currently reserved to Bosniaks [Mulims], Serbs and Croats.

HDZ 1990 member Martin Raguz said the proposal of the two Croat parties assured Bosnia a European future, as the EU has set an August 31 deadline for the country to resolve the Sejdic-Finci issue.

The proposal was agreed among the two HDZ parties on Monday at a meeting in Mostar.

But a group of non-governmental organizations and individuals, including Dervo Sejdic and Jakob Finci, said the Croat proposals cannot be considered credible.

A coalition of NGOs made up of some 20 organizations analyzed the HDZ-HDZ 1990 document and called the parties irresponsible for sending proposals to parliament which they say are almost identical to those of the Social Democrats, which they have already deemed discriminatory.

"We consider that if this proposal was adopted, it would only deepen discrimination and signficiantly reduce hman rights, furthering the final division of Bosnian society and enshrining ethnic exclusivity... which is absolutely unacceptable," they said.

The NGOs argue the Croat and SDP proposals would leave ethnically undecided citizens in a position of permanent marginalisation, mainly owing to the idea of the "value of the vote".

In practice this means that the region in which most Croats live, for example, would choose the majority of Bosnian Croat representatives to the State Parliament.

They have urged state lawmakers not to support the proposals and have called for consistent adherence to EU values, which oppose discrimination and support equality and human rights.

The NGOs say that the public should be aware that such proposals ?have nothing to do with solving the Sejdic and Finci ruling?.

    The event will include cooking demos, a conversation with local farmers and a

    Boy charged with attempted murder in Baltimore school shooting

    (Reuters) - A 15-year-old boy suspected of shooting a fellow student on the first day of classes at a Baltimore-area high school has been charged with first-degree attempted murder, but police say they do not know the motive for what apparently was a well-planned attack.

    Robert Wayne Gladden Jr. also left an ominous message on his Facebook page before heading off to Perry Hall High School in Baltimore's northeast suburbs on Monday morning.

    "First day of school, last day of my life," the posting read. It concluded: "fuck the world."

    Gladden was charged Tuesday as an adult and also faces a first-degree assault charge, Baltimore County Police officials said. He is being held without bail ahead of a preliminary hearing set for September 7.

    The shooting is the latest incident of gun violence in a summer plagued by troubling shootings in the United States.

    In July, a gunman killed 12 people and wounded 58 at a movie theater in Aurora, Colorado. In August, a suspect described by authorities as a white supremacist killed six people at a Sikh temple in Wisconsin before committing suicide.

    Gladden has been cooperating with the investigation, but police said they still do not know what led him allegedly to open fire in the school cafeteria around 11 a.m..

    Counter to press reports, Baltimore County Police Corporal Cathy Batton said Gladden was not a victim of bullying. "He denied being bullied," Batton said. "That was not the reason."

    "When he walked into the cafeteria and pulled the trigger he did not have any intended target," Batton said.

    Batton said Gladden had carefully planned the attack.

    Gladden disassembled a double-barreled shotgun he took from his father's house, packed it into his school bag along with a bottle of vodka and hid the weapon in a school bathroom, Batton said. The teen allegedly returned, re-assembled the weapon, drank some of the vodka, and went back into the cafeteria.

    A guidance counselor rushed and tackled Gladden when he saw the student produce the gun, but Gladden fired one shot into a crowd of students, striking classmate Daniel Borowy in the back, Batton said. Borowy remains hospitalized in critical condition.

    In the work and education section of the boy's Facebook page, located under the handle "Bobby Gladden (SuicidalSmile)," he lists attending Perry Hall but also working for "The Manson Family," an apparent reference to Charles Manson, who is serving a life sentence for directing the 1969 murder of actress Sharon Tate and six others.

    The "About Bobby" section reads: "im a metalhead, and thats about it."

    HBT: Carpenter hasn't ruled out return this season

    Chris Carpenter underwent season-ending surgery for thoracic outlet syndrome in July and at the time the big question was whether he?d be ready to contribute to the Cardinals next season.

    Now it turns out the surgery may not have been ?season-ending? after all, because Carpenter has been throwing bullpen sessions recently in attempt to gauge his readiness for 2013 and ? well, he?s felt so good that returning this year is suddenly not impossible.

    Carpenter threw a 40-pitch bullpen session yesterday, at which point Rick Hummel of the St. Louis Post Dispatch asked if he?d be able to pitch this season and the former Cy Young winner replied: ?I don?t know. Let?s see what happens.?

    Hummel then told Mike Matheny about Carpenter?s response, to which the manager said: ?That?s a heckuva answer. We?ll see how he feels tomorrow. It was fun to watch today.?

    It?s worth noting that the Cardinals aren?t exactly hurting for rotation depth and in fact just demoted Lance Lynn to the bullpen less than two months after he made the All-Star team as a starter. The odds are obviously stacked against Carpenter making any kind of major impact down the stretch, but then again he?s already made a mockery of the odds with this rapid comeback.

    Gambia on edge amid mass executions of death row convicts

    Gambia's President Yahya Jammeh came under attack Tuesday for sending nine prisoners to the firing squad, leaving the tiny nation jittery as another 38 convicts await execution in the coming weeks.

    The 47-year-old former soldier, who seized power in a 1994 coup, dismissed concerns expressed by the African Union and rights bodies that had urged him not to carry out his plans. He executed a first batch of prisoners on Sunday night.

    On Tuesday amid a chorus of calls to halt further killings, Amnesty International said many of the 38 people "at imminent risk of execution" had faced politically motivated charges and had not been given a fair trial.

    "Amnesty International remains concerned that many inmates have been convicted after unfair trials where they have not had access to lawyers or an appeals process," said Paule Rigaud, Amnesty's deputy director for Africa.

    "Some were sentenced after being tried on politically motivated charges and have been subjected to torture and other ill-treatment to force confessions."

    He said in a statement that conditions on death row had reportedly become even worse in the past week with family members unable to contact those inside.

    Gambia's interior ministry announced Monday that nine death row prisoners had been executed by firing squad the night before, a week after Jammeh vowed to carry out all death sentences by mid-September.

    "We are absolutely dumbfounded by this news," said Alioune Tine of the Dakar-based African Assembly for the Defense of Human Rights.

    "It is a case of madness at the head of a country, a paranoiac at the head of Gambia and that is dangerous for Africa," Tine said, calling for the "total isolation" of the Gambian leader.

    One man and a woman who were executed were Senegalese citizens, and Senegal's President Macky Sall said he "deeply regrets" the killings.

    "Macky Sall calls on Gambia to urgently suspend all executions," read the statement from his spokesman.

    Another Senegalese citizen is still on death row in Gambia, which is surrounded by Senegal except for a strip of Atlantic coast.

    Commonwealth spokesman Richard Uku said in a statement the executions were "a matter of grave concern" and urged the government of the former British colony, a member of the 54-state Commonwealth, to renounce its plans.

    The European Union has also demanded "an immediate halt" to the executions.

    Jammeh, who has woven an aura of mysticism around himself, dressing in billowing white robes and always clutching his Koran, is accused of ruling the tiniest nation on the African mainland with an iron fist.

    The west African nation of 1.7 million people survives mostly off tourism, luring sun-worshipping Europeans to its sweeping, palm-fringed coastline, and agriculture.

    The president's feared plain-clothes security officers could be seen on the streets of Banjul on Tuesday, and tension was palpable among citizens who were afraid to talk about the executions.

    In a televised address to mark Muslim feast of Eid al-Fitr this month, Jammeh said: "By the middle of next month, all the death sentences will have been carried out to the letter."

    The regime of the man who says he can cure AIDS is often pilloried for human rights abuses, extra-judicial killings, torture and muzzling journalists.

    Many top officials have found themselves charged with treason, often related to coup plots which observers have said are a sign of paranoia by Jammeh, who won a fourth term in office in November 2011.

    "Amnesty International has noted that in the past two years the number of death sentences handed down has increased," read a statement from the rights body.

    Last year eight military top brass, including the former army and intelligence chiefs and the ex-deputy head of the police force, were sentenced to death for treason.

    Jammeh also regularly reshuffles top officials.

    On Sunday night state television reported that Education Minister Mambury Nie had been sacked a week after being moved from the foreign ministry.

    In the past few months former army chiefs, heads of the navy and presidential guard and other generals have been sacked and deployed as deputy ambassadors around the world.

    Prior to Sunday, the last official execution in Gambia was in 1985 and Amnesty International had considered Gambia to be among the 22 of Africa's 54 states that had in practice abolished capital punishment.

    (AP) ? NBC says the big guy behind the cartoon comedy "Family Guy" will guest host the season's first "Saturday Night Live."

    The network announced Wednesday that Seth MacFarlane will be presiding when "SNL" begins its 38th season Sept. 15. Musical guest will be Frank Ocean.

    The multitalented MacFarlane created the Fox series "Family Guy" and serves as writer, producer and voice artist on the show. He recently directed his first feature film, "Ted," and furnished the voice for its teddy-bear title character.

    Future guest hosts on "SNL" this fall include actors Joseph Gordon-Levitt and Daniel Craig.

    Gary the Gourami fish loves a kiss ? This Is Jersey

    Staff at a Sea Life centre are giving new meaning to the phrase ?trout pout? as they offer visitors a kiss from a fish.

    The amorous fish, named Gary, has become popular with visitors to the Hunstanton Sea Life Sanctuary in Norfolk because of his constantly pouting lips.

    Women working at the centre have developed the ritual of bending down to return a kiss through the glass each time they pass his tank.

    Gary, a giant Gourami from Indonesia measuring nearly 28 inches long, never fails to return the gesture.

    General manager Nigel Croasdale said: ?They don?t seem able to go past Gary?s tank without stopping for a quick smooch, and Gary seems to love it.?

    Gary is one of several waifs and strays currently on display at the centre.

    He was brought to the sanctuary by a member of the public who had kept him as a pet but became overwhelmed by his appetite ? he would guzzle a leftover Sunday dinner every weekend.

    The freshwater species is a popular food fish in India but many people keep them as pets. Giant Gourami are one of the most common species requiring rehousing from home aquariums.

    ?They are often found in pet shops measuring just a few inches long, and people buy them without realising how big they grow, and how quickly,? said displays supervisor Kieran Copeland.

    The sanctuary is supporting The Big Fish Campaign, launched by the British and Irish Association of Zoos and Aquariums, in an attempt to deter shops from selling the so-called ?tank busters?.

    What is diabetes type 1.5? - Health Niche

    In the year 2000, the World Health Organization WHO reckoned that 171 million people all over the world were suffering from diabetes. Experts predict that by the year 2030, there will be approximately 366 million people affected by the disease. Diabetes belongs to a group of metabolic diseases leading to a high and life-threatening blood sugar. Most popularly, the defect is divided into two subcategories: diabetes type one and diabetes type two. If it happens fast, it leads to symptoms at an early age (type one), if it happens slowly, it leads to problems at a later age (LADA). In order to test an emerging diabetes type one, and to avoid a misdiagnosis of type two which also happens at an adult age, it is necessary to conduct antibody tests. People suffering from LADA can show a positive reaction to the antibodies test, people suffering from type two are unlikely to do so. Laboratories own ELISA kits for scientific research in order to get the results.

    Avoiding a misdiagnosis

    It is estimated that 20 percent of the people officially suffering from diabetes type two actually suffer from type 1.5. In order to optimize the treatment of these people, which does not in every case require an insulin therapy but might also be managed through changes in nutrition and lifestyle, antibody tests should be conducted more than once as it may track the progression of the disease.     Isaac nears hurricane strength, heads for New Orleans

    New Orleans may see six to 12 inches of rain, and is gearing up to be one of the worse blows to hit the city since Katrina. Weather Channel meteorologist Jim Cantore reports.

    Tropical storm Isaac was on the verge of becoming a hurricane as it approached the Gulf Coast early Tuesday morning, forecasters warned.?

    Its swirling winds and rain will be a major test of the region's new flood control systems seven years after Hurricane Katrina sent walls of water crashing inland.

    The U.S. National Hurricane Center said at 5 a.m. ET on Tuesday that Isaac was still a tropical storm but was likely to become a hurricane during the day as it gains strength over the Gulf of Mexico.


    The center of the storm was located about 125 miles south-southeast of the mouth of the Mississippi River and had top sustained winds of 70 mph, the Hurricane Center said.?

    Isaac was expected to make landfall over southeastern Louisiana either late Tuesday or early Wednesday.

    It was moving to the northwest at 12 mph and?appeared to be taking direct aim at New Orleans, which would be a cruel blow for a city still struggling to recover from Katrina which swept across the city on Aug. 29, 2005, killing more than 1,800 people and causing billions of dollars of damage.?

    "All preparations to protect life and property should be completed tonight," said Ed Rappaport of the National Hurricane Center in his?8 p.m. ET Monday update. He emphasized that water from rain and storm surge would be the biggest threat -- 6 to 18 inches of rain were expected.

    Isaac is expected to be the first major test of a $14 billion makeover of the system that failed the city so disastrously in 2005. NBC's Lester Holt reports.

    Isaac has killed at least 22 people and caused significant flooding and damage in Haiti and the Dominican Republic before skirting the southern tip of Florida on Sunday.

    Storm surge fears
    The storm was forecast to strengthen into a Category 1 hurricane, the lowest on the five-step Saffir-Simpson scale of hurricane intensity, with top winds of 90 miles per hour.

    While that would be well below the intensity of Katrina, a powerful Category 3 storm, the vast size of Isaac's slow-moving system has forecasters predicting widespread flooding.?

    "Even if it is a tropical storm at landfall, the large size of it will still generate significant storm surge," Hurricane Center Director Rick Knabb told reporters on Monday. "That is life-threatening potentially."?

    Residents in coastal communities from Louisiana to Mississippi stocked up on food and water and tried to secure their homes, cars and boats.?

    In New Orleans, a bumper-to-bumper stream of vehicles left the city on a highway toward Baton Rouge in search of higher ground. Others prepared, or were forced, to ride the storm out.

    "Our flights were canceled so we're going to be here," said Karen Foley, a 23-year-old tourist who had planned to travel home to New Jersey with a friend. "We are just hoping the city doesn't get hit again. It doesn't deserve it," she said.

    Along Canal Street in New Orleans' historic French Quarter, crews were boarding up the windows of some stores and businesses.?

    "I'm not all that concerned about the storm. It's still a Category 1," said Charles Neeley, a 69-year-old contractor overseeing workers covering the windows of a CVS drugstore.?"We usually ride out ones and twos, and get the hell out for threes and fours."

    Nonetheless, Neeley said he'd taken care to stock up on food and water at home and fuel his generator.

Then around the time of the first frost, when the temperatures fall below 15 oC, their metabolism shuts down and they find a secure, dry place to build a nest and sleep.     Airborne laboratory presented to research community, new horizons for earth system science, DFG priority programme broadens university research capacities

    The airborne research platform "High Altitude and Long Range Research Aircraft" (HALO), co-funded by the Deutsche Forschungsgemeinschaft (DFG, German Research Foundation), is ready for takeoff. The German Federal Minister of Research, Professor Annette Schavan, pre-sented the research platform to the science community in Oberpfaffenhofen on Monday, 20 August 2012. Since 2007, the DFG has provided approximately 15 million euros in funding to the project through its Priority Programme "Atmospheric and Earth System Research with the High Altitude and Long Range Research Aircraft". This funding enables German universities participating in the Priority Programme to use the research platform for a wide range of re-search purposes. HALO is expected to open new horizons in Earth systems science and to particularly enhance our understanding of climate processes.

    A joint initiative of German research institutes for environmental and climate studies, HALO has also received funding from the German Federal Ministry of Education and Research (BMBF), the Helmholtz Association, the Max Planck Society, the Leibniz Association, the Free State of Bavaria, the Helmholtz Centres in Jlich and Karlsruhe, the GFZ German Re-search Centre for Geosciences, and the German Aerospace Centre (DLR). While the aircraft itself is operated by the DLR, individual missions are conducted under the aegis of the various participating universities and non-university research institutions, which undertake collaborative research with national and international partners.

    HALO is a unique airborne research platform with a maximum altitude of 15.5 kilometres and a range of over 8,000 kilometres. The aircraft can remain airborne for over ten hours and is capable of reaching the remotest parts of the globe from the poles to the tropics. Initial test missions have already proven the aircraft's utility as a key research instrument in the fields of geophysics, geodesy, geology and general Earth observation. HALO will be used to study climate related phenomena such as atmospheric chemical processes, which are changing as a result of increases in the emission of pollutants on the ground and from aircraft. The meas-urement equipment on board the aircraft is able to identify and quantify atmospheric elements in the troposphere and lower stratosphere, including aerosols and greenhouse gases. Among other impacts, these are known to influence changes in the climate, extreme weather events, ozone depletion and the atmospheric energy budget. The data gained will be used in climate projections and atmospheric modelling. HALO will also enable researchers working on space missions to combine data from orbital research platforms with atmospheric data, and to test and validate remote sensing methods.

    The use of aircraft as research platforms fills the gap between terrestrial and orbital monitoring stations, enabling researchers to target and conduct measurements in specific atmospheric regions. HALO enhances this capacity with its high altitude performance, generous payload of 3 tonnes and state-of-the-art measurement instruments.

    The concept for this type of airborne atmospheric research was developed by representatives of leading German research institutions in the year 2000. Five years later, the DLR commis-sioned the construction of the HALO aircraft, which is based on the Ultra-Long Range Busi-ness Jet G 550. Following a call for proposals in 2006, the DFG commenced funding for the preparation of future missions the following year. On its completion in 2009, HALO began operations in 2010, undertaking measurements in a series of research flights dubbed the "Techno Mission". In June 2012, the aircraft undertook its first flight for the project "Geo-physical Research of the Mediterranean using the HALO Research Aircraft" (GEOHALO). The project aims to improve our understanding of plate tectonics and the mechanisms under-lying earthquakes. GEOHALO is the first project in a geodetic and geophysical sequence of flights using HALO, effectively making it a pilot for subsequent projects, such as a planned mission over Antarctica.

    Scientists hope to implement more than ten further projects in the period through to 2015, including the "Transport and Composition in the Upper Troposphere/Lowermost Stratosphere" (TACTS) mission, coordinated by the Goethe University in Frankfurt am Main within the framework of the DFG Priority Programme. This mission will study the chemical composition of the tropopause, an atmospheric region where the air masses of the troposphere and stratosphere meet. These two atmospheric layers feature different chemical compositions and their transport processes impact on changes in the climate.

    Airborne laboratory presented to research community, new horizons for earth system science, DFG priority programme broadens university research capacities

    The airborne research platform "High Altitude and Long Range Research Aircraft" (HALO), co-funded by the Deutsche Forschungsgemeinschaft (DFG, German Research Foundation), is ready for takeoff. The German Federal Minister of Research, Professor Annette Schavan, pre-sented the research platform to the science community in Oberpfaffenhofen on Monday, 20 August 2012. Since 2007, the DFG has provided approximately 15 million euros in funding to the project through its Priority Programme "Atmospheric and Earth System Research with the High Altitude and Long Range Research Aircraft". This funding enables German universities participating in the Priority Programme to use the research platform for a wide range of re-search purposes. HALO is expected to open new horizons in Earth systems science and to particularly enhance our understanding of climate processes.

    A joint initiative of German research institutes for environmental and climate studies, HALO has also received funding from the German Federal Ministry of Education and Research (BMBF), the Helmholtz Association, the Max Planck Society, the Leibniz Association, the Free State of Bavaria, the Helmholtz Centres in Jlich and Karlsruhe, the GFZ German Re-search Centre for Geosciences, and the German Aerospace Centre (DLR). While the aircraft itself is operated by the DLR, individual missions are conducted under the aegis of the various participating universities and non-university research institutions, which undertake collaborative research with national and international partners.

    HALO is a unique airborne research platform with a maximum altitude of 15.5 kilometres and a range of over 8,000 kilometres. The aircraft can remain airborne for over ten hours and is capable of reaching the remotest parts of the globe from the poles to the tropics. Initial test missions have already proven the aircraft's utility as a key research instrument in the fields of geophysics, geodesy, geology and general Earth observation. HALO will be used to study climate related phenomena such as atmospheric chemical processes, which are changing as a result of increases in the emission of pollutants on the ground and from aircraft. The meas-urement equipment on board the aircraft is able to identify and quantify atmospheric elements in the troposphere and lower stratosphere, including aerosols and greenhouse gases. Among other impacts, these are known to influence changes in the climate, extreme weather events, ozone depletion and the atmospheric energy budget. The data gained will be used in climate projections and atmospheric modelling. HALO will also enable researchers working on space missions to combine data from orbital research platforms with atmospheric data, and to test and validate remote sensing methods.
