'Time for healing' after northeast India riots: PM

India's prime minister on Saturday told victims of deadly ethnic riots in the remote northeast it was "a time for healing" and promised a "proper inquiry" into the causes of the violence.

Manmohan Singh's assurances came as police reported five more bodies had been recovered following clashes in Assam between indigenous Bodo tribes and Muslim settlers over long-running land disputes, pushing the death toll to 50.

"I have come here to share your sorrow and pain," Singh told residents of a crowded relief camp in the worst-affected Kokrajhar district who fled their homes to escape the fighting.

"This is a time for healing," said Singh, who represents Assam in the upper house of the Indian parliament, announcing a three billion rupee ($54 million) relief package for the region.

The state government said calm had returned but at least 400,000 people were languishing in the relief camps following the fighting which erupted eight days ago.

"The ethnic conflict which has occurred is unacceptable and must come to a stop," Singh said.

"We must address the causes of the conflict. If the conflict was instigated, the guilty must be punished," said Singh, promising "a proper inquiry into the tragic incidents".

Rival groups from both sides had attacked villages, beating people to death with sticks and burning down homes.

The chief minister of far-flung Assam state, Tarun Gogoi, said the focus of government efforts now has shifted to providing relief to those in the camps while the national government has dispatched medical teams to aid victims.

The chief minister described the violence as the worst crisis his government has faced.

People in the camps have said they were afraid of returning to their homes.

"We are living in fear and we can't even think about going back to our homes," Bimla Basumatary, one of the displaced, told India's NDTV television network.

At least 3,000 extra soldiers and paramilitary personnel are patrolling the region.

The international rights group Human Rights Watch said tensions had been building for more than two months between the Bodo and Muslim communities, which have clashed in the past over access to land and resources.

The group urged authorities to rescind the "shoot-on-sight" orders and "promptly investigate and prosecute those responsible while addressing the underlying causes of the clashes".

Hyundai Motor logs record profit on overseas sales

SEOUL, South Korea (AP) ? Hyundai Motor Co. posted a record quarterly profit as new models perked sales in overseas markets despite slowing economic growth.

The financial results, announced Thursday, sent its shares 1.6 percent higher in Seoul. Hyundai vowed it would meet its target of selling 4.29 million vehicles this year even though demand for cars is expected to weaken in China and debt-laden Europe over the remainder of 2012.

South Korea's largest automaker earned 2.5 trillion won ($2.2 billion) in the three months ended June 30, slightly higher than market expectations and a 4 percent rise from the previous quarter. Its second quarter revenue grew 9 percent to 21.9 trillion won. Operating profit was 18 percent higher over a year earlier at 2.5 trillion won.

The company said its auto sales in overseas markets jumped 15 percent during the first half of the year, offsetting a 5 percent sales drop in South Korea. Hyundai sold 2.18 million vehicles in the six months, a 12 percent increase from a year earlier.

The sales increase mostly came from Europe and the United States, driven by the release of new car models and its recently acquired sales units in Germany and France.

Hyundai Motor Co. is the crown jewel of the Hyundai Motor Group, the world's fifth-largest automotive group, which also has South Korea's second-largest automaker Kia Motors Corp. under its wing.

During a conference call, analysts questioned how long Hyundai would be able to sustain its growth and its high profitability as car demand is forecast to slow in China and Europe's debt crisis is dragging on the global economy.

Chief Financial Officer Lee Won-hee said the company is on track to meet its annual sales target and may even slightly outdo its goal as new or upgraded vehicles are scheduled to be released in key markets.

Hyundai is scheduled to start sales of a new sports utility vehicle in China later this month to tap that high-demand niche and to offset falling demand for other models. It is set to complete a new factory in Brazil in November as part of its expansion in South America.

Samsung Series 5 Ultra NP530U3B-A02


Ultrabooks are popping up everywhere these days, and as the market becomes increasingly saturated, the one-time "wow" factor has given way to more sober assessment. The Samsung Series 5 Ultra NP530U3B-A02 ($1,099 list) is the latest to enter this crowded arena. It has plenty going for it, from its good looks to its fine display to its comfortably ergonomic keyboard and touchpad. But in terms of performance, it falls short of comparable systems in its class, and given the amount of money users are expected to shell out for it, they could do better.

Design and Features
The Series 5 measures 12.4 by 8.6 inches (WD), with its thickness ranging from 0.58 inch at its thinnest point to 0.68 inch at its thickest. Its weight of 3 pounds puts it towards the lighter end of the ultrabook spectrum, somewhere between the Asus Zenbook UX31-RSL8 ($1,049 list, 4 stars) (2.86 pounds) and the HP Folio 13 ($1,048.99 list, 4 stars) (3.25 pounds). This light weight can be attributed to its primarily aluminum chassis, with a fiberglass underside. Overall, the Series 5 is decked out in a handsome silver finish, and, like most ultrabooks, it kills in the looks department.

Its 13.3-inch display has a maximum resolution of 1,366 by 768, which, though good enough for 720p video, isn't as crisp as that of the Zenbook UX31-RSL8. The screen is bright (300 nits) and comes in a matte finish, which may turn off fans of glossy screens but is actually conducive for outdoor use, especially in sunny environments. You may want to stick to well-lit places in general, as the lack of a backlit keyboard can make using the Series 5 in the dark somewhat difficult.

Aside from this shortcoming, however, the tiled keyboard is a breeze to type on. In addition to its quickness and responsiveness, it exhibits minimal flexing during typing, which is notable given the shallow profile. And though I would have preferred to see a Caps Lock light instead of the ephemeral notification that pops up on the display whenever you switch to and fro, this hardly constitutes a fatal flaw. The palm rest is comfortably sized for the most part, though because the generously sized touchpad takes up a third of it, the occasional stray thumb is unavoidable. Otherwise, the touchpad is comfortable and provides the right amount of tactile feedback for two-finger scrolling and pinch-zooming. The left- and right- click buttons beneath the touchpad, on the other hand, don't feel as sturdy and are noticeably clacky.

The speakers beneath the display are surprisingly loud. When playing a test track ("Crew Love" by Drake), I actually had to lower the volume by a notch because I was disturbing others in the Labs. I wouldn't categorize the sound as room-filling, nor would I suggest DJ-ing a party armed with only the Series 5, but as far as ultrabooks go, these speakers are louder than most I've encountered. Be it for movies or music, they make for a pleasant experience.

Port selection on the Series 5 is fairly lean. The right side has two USB 2.0 ports and a multiformat card reader (SD/SDHC/SDXC/MMC). On the left side of the system you'll find a USB 3.0 port and a headphone/microphone input. There's also a mini VGA port (which can be used in conjunction with the included dongle) and a full-size HDMI port, so you need not fuss with any dongles whenever you connect the Series 5 to a larger screen. Alternatively, you may ditch the cables altogether and utilize the built-in Intel Wireless Display (WiDi) technology to beam the Series 5's audio and video to an HDTV outfitted with an aftermarket adapter, like the Netgear Push2TV ($99 list).

The 128GB solid-state-drive comes preloaded with software ranging from the useful (Microsoft Office Starter 2010) to pure bloatware (Bing Bar, Skype, and the WildTangent games) to a few loose ends that fall somewhere in the middle (a 60-day trial of Norton Internet Security 2012).

Performance
Samsung Series 5 Ultra NP530U3B-A02 The Samsung Series 5, which combines the Intel Core i5-2467M 1.6GHz "Sandy Bridge" processor and 4GB DDR3 RAM, yielded so-so results in our benchmark tests. Its PCMark 7 score of 3,330 was surpassed by the 2,822 of the Samsung Series 5 Ultra (NP530U4B-A01US) ($899.99 list, 3.5 stars) and the 3,146 of the HP Folio 13. Meanwhile, the Toshiba Portege Z830-S8302 ($1,429 list, 3.5 stars) eked past the Series 5 with 3,366, as did the Zenbook UX31A-RSL8 with an even higher 3,634. The Series 5's results in our multimedia tests were almost uniformly near the lower end of the range. It completed our Handbrake video-encoding test in 2 minutes 41 seconds, coming within striking distance of the Series 5 Ultra (2:38) but nowhere near the front-of-the-pack Portege Z830 (1:59). Similarly, its CineBench R11.5 score of 1.74 managed to nip at the heels of Series 5 Ultra and HP Folio 13 (tied with 1.93) but fell far behind the Portege Z830 (2.32). The Series 5 completed our Photoshop CS5 test in 5 minutes 26 seconds, bettering the Series 5 Ultra (5:39) and coming in only a second behind the HP Folio 13 (5:27) but, once again, falling significantly short of the Portege Z830 (4:08).

Despite being equipped with the same integrated Intel HD Graphics 3000 GPU and Sandy Bridge processor as other similar laptops, the Series 5 churned out 3DMark06 scores that paled in comparison to the others (3,234 at medium detail settings and 1,024-by-768 resolution; 1,934 at native resolution with 4x anti-aliasing), landing at the bottom near the HP Folio 13 (3,765 and 1,912, respectively) and nowhere near the Portege Z830 (4,769 and 2,623) or the Zenbook UX31A-RSL8 (4,619 and 3,417). Ultrabooks aren't designed for gaming, so it's unsurprising that, like its peers, the Series 5 failed to crack the 30fps playability barrier in our Crysis and Lost Planet 2 tests. Thus, its performance in Crysis (14fps in medium quality at 1,024-by-768 resolution; 5fps in high quality at native resolution) and Lost Planet 2 (12fps in medium quality at 1,024-by-768 resolution; 5fps in high quality at native resolution) didn't fare much worse than the class-leading Portege Z83099 (20fps in Crysis at medium quality and 1,024-by-768 resolution; 19fps in Lost Planet 2 at medium quality at 1,024-by-768 resolution and 8fps in high quality at native resolution).

Unlike the Zenbook UX31A-RSL8's sealed-in battery, the 40Wh battery in the Series 5 is removable. Though Samsung has claimed that it provides up to 7 hours of continuous use, it lasted only 5 hours 44 minutes in MobileMark 2007. With the exception of the Series 5 Ultra (5 hours 47 minutes), all comparable systems demonstrated much more capable battery life. Both the Zenbook UX31A-RSL8 (6 hours 9 minutes) and Portege Z830 (6 hours 27 minutes) outlasted the Series 5, and the HP Folio 13 put it to shame with its 7 hours 33 minutes of battery life.

The Samsung Series 5 Ultra NP530U3B-A02 gets the job done, but its price tag is difficult to justify in the face of its unimpressive performance and more nimble competitors. Though it's since been updated with a faster, third-generation Ivy Core processor, as far as Sandy Bridge-equipped ultrabooks go, the Editors' Choice for ultrabooks, the Asus Zenbook UX31A-RSL8, is still the one to beat.

Tax havens help rich hide $21 trillion, study shows

Thanks to lax international tax rules the world?s super rich have siphoned at least $21 trillion -- more than 50 percent larger?than the entire U.S. economy -- into secretive tax-free havens, according to a study by UK campaign group Tax Justice Network.

The report by James Henry, a former chief economist at international consultancy McKinsey & Co., shows how with the help of private banks the money has flowed into countries such as Switzerland and the Cayman Islands.

?We?re basically talking about a black hole in the world economy,? Henry told NBCNews.com. ?


The figure of $21 trillion in off-shore funds is conservative and the true sum could be as high as $32 trillion, Henry said.

According to the study, the world?s top 50 private banks managed more than $12.3 trillion in 2010 in off-shore financial assets, up from $7.5 trillion five years earlier.

In 2010, the world?s top 10 financial institutions -- which today include the U.S.?s Goldman Sachs and JPMorganChase, as well as Switzerland?s UBS and Credit Suisse -- ?controlled about half of this amount. At least seven of these top 10 institutions received huge bailouts in the wake of the financial crisis, Henry said.?

?This isn?t a bunch of shady third-world banks -- these are some of the premier institutions in the world,? Henry said. ?JP Morgan, Citibank, Barclays, UBS -- the top 10 to 20 banks these are some of the ones who received most of the financial bailout, who were involved in the mortgage fiasco, the Libor rates scandal.?

?Now we find out that they have been spending a lot of time helping very wealthy people avoid taxes,? he added.

Indeed, the report comes at a troubling time for a banking industry reeling from a multi-country probe into the manipulation of global benchmark rates. Last month,?British bank Barclays agreed to pay a $453 million fine to settle a U.S.-British probe into the rigging of the interest rate known as the London interbank offered rate, or Libor, that affects debt from student loans?to mortgages.

That follows years of international turbulence and huge bailouts sparked by the subprime lending crisis in the United States.

While many of the tax-avoiding rich hail from developed countries in Europe and North America, the newly wealthy in developing countries, such as China and India, have siphoned off enough in the last 40 years to pay off their countries' respective debts, Henry said.

Growing anger at tax evasion
The report -- based on information from the Bank of International Settlements, International Monetary Fund, World Bank, and national governments -- comes amid growing international concern and anger about tax evasion. It is especially poignant as many countries are struggling under harsh austerity programs to reduce their debt burdens.

The issue jumped into the headlines earlier in July when a United States Senate report said that a "pervasively polluted" culture at global bank HSBC -- also named in the study -- helped clients move shadowy funds from the world's most dangerous and secretive corners, including Mexico, Iran, Saudi Arabia and Syria.

The failings and lax controls inside HSBC included an inability to properly monitor $15 billion in bulk cash transactions between mid-2006 and mid-2009, inadequate staffing and high turnover in the bank's compliance units, the Senate report said.

British tax expert John Whiting said he was skeptical that the amount being squirreled away by the very rich was quite large as the study claimed.

?As much as anything -- I have no alternative evidence -- the figures just seem so large,? said Whiting, who is tax policy director at the Chartered Institution of Taxation.

But whatever the exact figures, he said the issues raised in the report are real and deserve to be addressed.

?I?m not denying that this is a problem, it?s just the size of it,? he added. ?What is happening with all this money??

So while experts may disagree on the exact numbers, the study sheds light not only on how the murky world of off-shore tax havens, and the growing disparity between the super-rich and everybody else.

This sort of disparity can create popular resentment and eventually unrest, according to Paul De Grauwe, a prominent economist and professor at the London School of Economics.

?Fairness is essential to provide the glue to any system,? he told NBC News.com.? ?It is important to take out these excesses ? people will always try to evade taxes (but) when this has taken on proportions that we?ve seen today you can get violent reactions.?

In other words, while evasion and other similar schemes have likely been employed since governments first began levying taxes, the practices exposed in Henry?s report are likely to spark popular resentment given the austerity and crisis that many countries around the world are enduring.

?On one hand people are asked to cut their wages and live in poverty because banks have to be saved,? De Grauwe said. ??And these same banks use all sorts of tech to help superrich to evade taxes.??

Syria says will use chemical weapons if attacked

BEIRUT (AP) ? The Syrian regime threatened Monday to use its chemical and biological weapons in case of a foreign attack, in its first ever acknowledgement that it possesses weapons of mass destruction.

Foreign Ministry spokesman Jihad Makdissi stressed, however, that Damascus would not use its unconventional arms against its own citizens. The announcement comes as Syria faces international isolation, a tenacious rebellion that has left at least 19,000 people dead and threats by Israel to attack to prevent such weapons from falling into rebel hands.

Syria's decision to reveal the long suspected existence of its chemical weapons suggests a desperate regime deeply shaken by an increasingly bold revolt that has scored a string of successes in the past week, including a stunning bomb attack that killed four high-level security officials, the capture of several border crossings and sustained offensives on the regime strongholds of Damascus and Aleppo.

"No chemical or biological weapons will ever be used, and I repeat, will never be used, during the crisis in Syria no matter what the developments inside Syria," Makdissi said in news conference broadcast on Syrian state TV. "All of these types of weapons are in storage and under security and the direct supervision of the Syrian armed forces and will never be used unless Syria is exposed to external aggression."

While the statement Makdissi read out promised not to use the weapons against the Syrian people, he later noted that Damascus is not facing an internal enemy in the rebellion, which the regime has described as being funded from abroad and driven by foreign extremists.

He added that there was a foreign political and media campaign "that seeks to justify and prepare international public opinion for military intervention under the false pretense of weapons of mass destruction."

Syria is believed to have nerve agents as well as mustard gas, Scud missiles capable of delivering these lethal chemicals and a variety of advanced conventional arms, including anti-tank rockets and late-model portable anti-aircraft missiles.

Israel has said it fears that chaos following Assad's fall could allow the Jewish state's enemies to access Syria's chemical weapons, and has not ruled out military intervention to prevent this from happening.

A senior U.S. intelligence official said Friday the Syrians have moved chemical weapons material from the country's north, where the fighting was fiercest, apparently to both secure it, and to consolidate it, which U.S. officials considered a responsible step.

But there has also been a disturbing rise in activity at the installations, so the U.S. intelligence community is intensifying its monitoring efforts to track the weapons and try to figure out whether the Syrians are trying to use them, the official said on condition of anonymity to discuss the still-evolving investigation.

Makdissi did not discuss last week's bombing claimed by the rebels that killed four top Syrian security officials, but assured journalists that the situation was under control, despite reports of clashes throughout the country and especially in the major cities of Aleppo and the capital Damascus.

"Yes, there were clashes on certain streets in certain neighborhoods, but the security situation is now much better. Everyone is feeling reassured," he said. "We are not happy about this, but this is an emergency situation and it will not last more than a day or two and the situation will return to normal."

Security forces appeared to show more government control in videos posted online by activists Monday. Some of the clips show Syrian militia sweeping through Damascus neighborhoods once held by rebels, kicking down doors and searching houses in mop up operations against the fighters that had managed to hold parts of the capital for much of last week.

It was a different story in Aleppo, however, where the Britain-based Syria Observatory reported fierce fighting in a string of neighborhoods, including Sakhour and Hanano, in the northeast of Syria's largest city.

Several videos posted by activists showed rebels battling regime tanks in the narrow streets of Sakhour. In one case, a tank on fire rumbles past after being hit by rebels as a man escapes from the flaming turret. Other videos showed cheering rebels celebrating around destroyed tanks, even driving around one they had captured.

The Observatory said many people fled these neighborhoods in the subsequent lulls in the fighting. The Associated Press could not independently verify the videos posted by the activists.

Aleppo, Syria's biggest city with about 3 million residents, has been the focus of rebel assaults by a newly formed alliance of opposition forces called the Brigade of Unification. The group said Sunday it was launching an operation to take the city.

Even as the government appeared to be reasserting control in the capital after the weeklong rebel assault, the Arab League offered Syrian President Bashar Assad and his family a "safe exit" if he steps down.

"This request comes from all the ... Arab states: Step aside," said Qatari Prime Minister Hamid bin Jassim Al Thani at an Arab League foreign ministers meeting in Doha, Qatar, that concluded at dawn Monday. He urged Syria to form a temporary transitional government to plan for a possible post-Assad era. Makdissi dismissed the offer as "flagrant interventionism."

The Arab League has already suspended Syria's membership and it is doubtful that Assad will pay much attention to their calls. He ignored a similar request to step down in exchange for asylum by Tunisian President Moncef Marzouki last February.

Report: Golden's staff broke recruiting rules

(AP) ? Miami coach Al Golden's second season at the school is beginning much like his first one, with new accusations of rule breaking, the looming threat of serious NCAA sanctions and no apparent end in sight for the long probe into the Hurricanes' compliance practices.

Citing unidentified sources, Yahoo Sports reported Friday that former Miami football employee Sean Allen ? who has been linked to one-time booster and now convicted Ponzi scheme architect Nevin Shapiro through the improper-benefits scandal that broke last year ? assisted members of Golden's coaching staff with recruiting.

If true, that could be a major NCAA violation by the troubled program, despite Golden's repeated insistence that he wants to "get it fixed."

"The inferences and suggestions in the Yahoo Sports story that my conduct was anything but ethical are simply false," Golden said in a statement released Friday night.

Golden also said that he has been a college football coach for more than 18 years and stands by his record of compliance.

"I, like all of us at UM, have cooperated fully with the joint NCAA-UM inquiry and will continue to do so, so that our program and our university can move forward," Golden said.

Earlier Friday, two people with knowledge of the situation told The Associated Press that NCAA investigators visited Miami for several days earlier this month, just the latest round of the lengthy inquiry into the Hurricanes' athletic department. The people spoke to the AP on condition of anonymity because information about the probe has not been publicly released. Shapiro's claims that he provided dozens of Miami athletes and recruits with extra benefits over an eight-year span were published by Yahoo Sports last August.

Golden is scheduled to discuss the coming season at the Atlantic Coast Conference media days in North Carolina early next week.

A significant portion of Shapiro's allegations from last year revolved around Allen, who was an assistant football equipment manager until leaving the program last year. Shapiro said he gave Allen more than $200,000, most allegedly spent on players and recruits, as well as a luxury car. Allen denied those claims to Yahoo Sports in 2011, and has not responded to interview requests from the AP.

Shapiro's attorney, Maria Elena Perez, did not respond to requests for comment Friday. She deposed Allen late last year, shortly before court records showed Miami entered into an agreement with a bankruptcy trustee to return $83,000 it said it received "directly and indirectly" from Shapiro.

Miami has been bracing for additional allegations, and was aware earlier this week that they were coming. In an e-mail obtained by the AP, university President Donna Shalala told trustees Thursday that "someone who had a low level position at one time" was expected to allege that Miami assistant coach and former NFL player Micheal Barrow committed recruiting violations. Shalala said it has already been investigated.

Yahoo Sports reported Friday that Allen tried to aid both Barrow and former assistant Aubrey Hill, who left the Hurricanes less than a month after Golden was hired and is now the wide receivers coach and recruiting coordinator at Florida. It cited Allen's phone records, detailing calls he made to recruits ? often moments before or after calling Barrow or Hill. It also listed other alleged violations, such as Allen giving recruits rides to the Miami football offices or to restaurants for meetings with coaches.

Some current players were listed as having contact with Allen during their recruiting process, including standout defensive lineman Anthony Chickillo, cornerback Thomas Finnie and incoming freshmen Randy "Duke" Johnson and Herb Waters.

Chickillo, according to the new Yahoo Sports report, was taken to a strip club on his recruiting visit, and that the trip for him and former Miami defensive end Olivier Vernon was arranged by Allen. Vernon decided after last season to skip his final season with the Hurricanes and make himself eligible for the NFL draft. Vernon was one of the players sanctioned by the NCAA last season for accepting money from Shapiro.

It's unknown when the joint NCAA-university investigation will end, said the people who spoke to the AP on Friday. When the probe is over, Miami would first receive a notice of allegations, then have the chance to appear before the NCAA's infractions committee.

Typically, when investigators visit a campus, they are either conducting interviews with athletic department personnel, reviewing documents, or both. The NCAA generally does not provide status updates during their investigations, and university officials only have said they are continuing to cooperate with the terms of the inquiry.

Earlier this week, safety Ray-Ray Armstrong was dismissed for undisclosed rules violations. Armstrong was suspended for four games last year after acknowledging he took money from Shapiro and then missed another game while the school checked to see if he broke other rules after he interacted with a person who works with professional athletes.

Miami is also dealing with the sudden departure of former director of football operations Tom Deahn.

So nearly a year after the Hurricanes became wrapped up in an extra-benefits scandal ? and with training camp fast approaching, along with ACC media days starting this weekend ? Miami still has plenty of questions and very few answers.

"Who doesn't want a clean slate? We get a fresh opportunity to do something new," running back Mike James said earlier this summer when asked if the Hurricanes were eager to put the troubles of 2011 behind them. "Hey, I'm happy to see last year go. It's gone. Let it go."

Miami could still face heavy sanctions from the NCAA over the scandal sparked by the allegations Shapiro in last year's Yahoo Sports story. Eight Miami players missed at least one game as part of sanctions the NCAA imposed over Shapiro's claims, and four others had to make small restitution payments.

It was the first blow in an academic year filled with compliance-related issues.

Men's basketball was hit multiple times, first with the suspension of DeQuan Jones after he was linked to Shapiro ? Jones was ultimately allowed to return to the team ? and then suspensions of two other players. Reggie Johnson missed a game after the joint compliance investigation showed members of his family accepted "impermissible travel benefits" from a member of the school's former coaching staff. And guard Durand Scott, the Hurricanes' leading scorer, was suspended just before Miami's ACC tournament game with Florida State after he was also found to have gotten unspecified extra benefits.

Even Miami's nationally ranked women's basketball team had problems, with star guard Riquna Williams suspended for violating team ? not NCAA ? rules just before the Hurricanes went to the NCAA tournament. Without Williams, Miami was ousted in the second round.

But those matters pale to the ongoing inquiry into football, Miami's centerpiece program with five national championships since 1983. And it's long been clear that the uncertainty ? what rules were broken and how tough will the penalties be ? will linger into this coming season, just as it overshadowed every step of the 2011 campaign.

"You've just got to go forward and put the past in the past," Miami quarterback Stephen Morris said earlier this offseason. "Last year was rough for everybody, for every sport here. I'm sure everybody is just excited to move on."

Communication authority and former Executive Director of the International Listening Association, Dr. Lyman K. Steil has found that 9% of our communicating time involves writing, 16% is used to read, 30% is used speaking to others, and the largest segment, 45%, involves listening. All of us were taught reading, writing, and speaking skills, but how many people are ever given formal training in listening, the communicating skill you use most frequently? According to numerous university studies, the average person?s immediate recall of a spoken message is only 50%, and that falls off to only 25% within forty-eight hours.

Most managers and executives love to talk about their companies and themselves. When you listen, you acquire knowledge, and knowledge gives you power. It allows you to channel your marketing efforts to emphasize how your acquired skills will help a company to solve their problems and contribute to growth and profits. It helps the employer see you as a better ?fit? for their specific organizational culture. As the famous Greek philosopher Zeno of Citium said, ?The reason why we have two ears and only one mouth is that we may listen the more and talk the less.? Following are 15 key rules that will allow you to hone your listening skills.

Try to comprehend what you hear. The contrast between hearing and really listening is dramatic. If you are not effectively listening to the interviewer, it is the same as the salesperson not listening to the needs of their buyer. It will make the difference between success and failure.

Don?t think about what you wish to say next while someone else is talking. Don?t take notes when being interviewed. Don?t shuffle papers or try to work on other projects while you are on the telephone. Focus your attention only on what is being said. When you are writing, you are not listening. Take your notes after your discussion while things are still fresh in your mind.

Keep an open mind and try to be receptive to someone else?s point of view. If you do not understand a statement or question, then ask for clarification. Clarity works wonders.

Whether you are in an in-person interview or participating in a telephone discussion you should have keep a script of points you wish to cover in front of you. That way if you are thrown off track by unexpected questions or comments it is easy to recover.

When in an interview, always maintain eye contact. If you look at the person who is speaking to you, they will feel like you?re really listening, not just hearing them.

Ask questions to show you care. Good questions give you additional information and a better ability to effectively sell yourself.

Try to care more about the other person and their concerns. Be empathetic. You will be a more attentive listener.

Be open-minded. Nod to show the speaker that you understand and are in agreement. If you disagree with something and you really want the job, an interview is not the place to vent opposition. Try not to be judgmental.

Pay attention to the speaker?s body language. Non-verbal cues can be as important as what is being said.

Paraphrase or summarize important points.

Don?t change the subject or fail to acknowledge important statements.

To be an active listener, you must begin with awareness. Do others get angry with you for poor communication? When do you have problems communicating? How were you listening at these times? It takes guts, but don?t be afraid to ask others what you could do to become a better listener. Others will see your faults much better than you do.

According to Michael Purdy, coauthor of Listening in Everyday Life, ?To be a successful listener, you must also believe that listening is power. Because our society places so much emphasis on speaking as the way to win friends and influence people, good listeners can quietly have a powerful and subversive impact. You should also remember that speakers have little power without listeners. Speakers share their wisdom and try to persuade, but listeners make meaning of what is heard ? they make the ultimate decision to act on what they hear.?

Pointedly, TBG says that there is growing acceptance from brands and other advertisers of Facebook's wider business model, blending more traditional digital advertising metrics with new metrics like social engagement to determine the value of paying to be on a platform like Facebook's. "Our clients, upon our advice, are now willing to pay more for quality clicks and fans. Focus is shifting toward measurable engagement and the difference Social Media connections are making to their bottom line," the analysts write.

John Demco, then a computer science student at the University of British Columbia and now an industry consultant, said his decision to create the .ca suffix was driven largely by patriotism and a desire to make research easier.

In 1987, the Internet was still largely an abstract concept confined to the corridors of the world's government institutions and research facilities. The few thousand machines that were plugged into the idea, he said, were connecting to the evolving web using a number of different networks that were all incompatible with one another.

Demco felt a uniquely Canadian top-level domain would smooth communications for researchers across the country while establishing the country's cyber-identity.

"I saw the domain name system, and the .ca name in particular, as maybe part of the beginnings of a way to bring the disparate groups together," Demco said in a telephone interview.

Eight months after the .ca suffix was established on May 14, 1987, Demco began accepting applications from other institutions that wanted to join the fledgling network.

The University of Prince Edward Island was the first to snap up a .ca address, followed shortly by five other universities and two research labs.

That day, Demco said, marked the start of a growth period that intensified with each passing year.

As the Internet became more cohesive and worked its way into more Canadian households, Demco watched his two-letter project grow to encompass some of the country's most prominent institutions.

As new organizations signed on, Demco and a team of volunteers found themselves constantly adjusting their policies to accommodate the influx of applications.

One rule stating domain names must consist of at least three letters was jetisoned when Canadian National Railway Co. launched its website at cn.ca. When companies began presenting arguments for having both a French and English language website, the volunteers revised the policy stating organizations could only register one domain name at a time.

The steady stream of applications kept the team busy until they found themselves putting in full-time hours on what was supposed to be a part-time volunteer project, Demco said. The need for a full-time organization that would handle the administrative and infrastructure demands of the burgeoning network was clear.

"It was becoming not only a worthwhile thing to do, but important to the country economically," he said. "We thought it was important that it would be self-sufficient."

CIRA assumed control of the .ca registry in 2000 and set about establishing a sound network that would keep domains online through any adversity.

That network shepherded the top-level domain through everything from routine Internet attacks to the eastern seaboard blackout of 2003, said CIRA chief executive Byron Holland.

The organization has now established nine centres nationwide to administer and develop the registry, he said, adding such a complex infrastructure is necessary to cope with demand from some of the world's most avid online users.

"Canadians generally speaking are a very wired group," he said. "As a country, we're significant consumers of the Internet. And as such we're relatively well educated and have a significant number of domain names."

Holland said the .ca suffix has become a national symbol in the online world _ an electronic equivalent of the maple leaf.

The brand recognition of the top-level domain has given rise to a number of creative websites over the years, he said, adding none of them are "fit to print."

Holland credits Demco for much of the registry's success, but the founder himself is more inclined to chalk it up to the lucky outcome of a successful experiment.
